Martin County Public Works Department
Full Time, Monday through Friday Hours
Pay scale: $56,646.00 - $96,082.00 Annually
Must be able to pass criminal background and drug testing


SUMMARY:
Grant administrative oversight of specific Capital Improvement Plan roadway, bridge, building, storm water, parks, and utility projects. Primary function is to manage and review the various activities in grant and contract compliance of consultants, contractors, and staff in the planning, design, and construction of capital improvement and infrastructure preservation projects.  Complex technical and professional work requires considerable contact with grant agencies, utilities, and other County departments as well as public and private individuals and organizations. A good level of independent professional judgment and decision making is essential.


In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Reports to and assists a division manager in planning and administering the activities of division and department objectives.

Serves as Resident Compliance Specialist (RCS) for surveillance of the Consultant’s and Contractor’s compliance with Contract and grant requirements.

Responsible for researching, collecting data, and writing of grant applications.

Maintains the County’s good standing with grant agency changes to ensure project compliance and maintain grant certifications.

Leads in the development and implementation of key departmental and county projects related to the goals and functions of the Martin Metropolitan Planning Organization (MPO).

Prepares and submits grant commission agenda items, various commission and committee staff reports, resolutions, ordinances and correspondence regarding grant projects.

Coordinates permit application process and requirements with other divisions, agencies and departments.

Checks project construction plans for conformance with County, FDOT standards, granting agency and compliance standards.

Identifies proposed right-of-way needs and coordinates acquisition of temporary and permanent easements.

Liaisons with the County Purchasing Division in the oversight of all Division contracts and bidding of projects.

Oversees the preparation of construction drawings and specifications and prepares bid documents.

Responsible for all project reviews including design, quality control, value engineering and constructability.

Prepares request for proposals and/or bid packages, reviews and negotiates proposals, attends bid openings, prepares bid analyses and recommendation for Contract award. 

Conducts planning and design meetings, pre-bid meetings, pre-construction meetings, and construction progress meetings. 

Monitors construction schedules for expenditures and timeliness and compliance with capital projects budget. 

Directs the activities of the project from start to finish; develops progress reports and analysis to ensure that the project is on schedule and within budget. 

Negotiates various proposals, contracts, agreements and change orders necessary for the successful completion of the project. 

Reviews and executes project close out documents and coordination of turnover to maintaining agency.

Assist in asset management tracking, assessing, and forecasting of capital project infrastructure including pavement, guardrail, and bridges.

Knowledge of grant oversight, design, bidding, and construction for roadway, drainage, utility, building, and parks capital projects.

Knowledge of compliance responsibilities for Equal Employment Opportunity (EEO) and Affirmative Action (AA), Disadvantaged Business Enterprise (DBE), On The Job Training (OJT) and federal Wage Rate requirements.

Knowledge of FDOT Grant Programs including but not limited to: Local Agency Program (LAP), Small County Outreach Program (SCOP), County Incentive Grant Program (CIGP), Transportation Regional Incentive Grant Program (TRIP), and Safe Routes to School.   

Knowledge of construction processes and procedures, materials, methods, and equipment as they relate to civil engineering projects.

Knowledge of local, state and federal permitting criteria. 

Knowledge of construction inspection methods, change orders, review and processing of pay requests.

Knowledge of computer hardware and software programs utilized in the performance of job related tasks. 

Ability to plan and direct the work of professional engineers, technicians, contractors, and inspectors in a manner conducive to effective performance.

Ability to apply engineering knowledge of specific administrative and technical problems.

Ability to identify or make changes to projects as needed in response to unanticipated events that may affect the success of the project.   

Ability to understand planning studies and to analyze information and formulate substantive recommendations based upon such studies. 

Ability to interpret construction plans for roadway, bridge, drainage, stormwater treatment area, building, utility, parks, and landscape projects. 

Ability to estimate quantities and costs for construction of proposed projects. 

Ability to review and recommend approval of plans and specifications prepared by others. 

Ability to present ideas and design proposals graphically, verbally, and in writing to Elected Officials, Administration, County staff, other governmental agencies, and the public.

EDUCATION and/or EXPERIENCE:
Graduation from an accredited four (4) year college or university with a Bachelor’s Degree in Public/Business Administration, Construction Management, Engineering or closely related field and three (3) years of experience as resident compliance specialist for grant administered projects or contract administration experience in the design and construction of roadway, drainage, and utility projects.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a valid Florida Driver’s License

Must obtain Advanced Work Zone Traffic Control Certification, or within one (1) year of hire date.

Must obtain Resident Compliance Specialist certification for Local Agency Program, or within one (1) year of hire date.
