DEFINITION: Under general supervision, performs a variety of construction and maintenance/repair work associated with City parks, property, and leisure recreational facilities; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS: This is a journey-level class responsible for general construction and maintenance of City Park facilities that include building construction, groundskeeping, minor road repair, plumbing, electrical, masonry, and painting. It is distinguished from the Park Maintenance Leader by the latter's regular assignment to lead a crew consisting of Park Maintenance Workers and extra help. It is further distinguished from the Maintenance Worker class by regular assignment to perform a wide variety of general maintenance and construction tasks while the latter maintains, repairs, and constructs roads and flood control facilities. This class may operate light to heavy equipment. Operators of heavy equipment, where operation of such equipment comprises the main daily duties of the position, are not assigned to this class.
I. EXAMPLES OF DUTIES:
1. Builds, installs, maintains, and repairs chain link fences, wooden fences, backstops, playground equipment, barbecues, picnic tables, roofs, windows, doors, floors, and stone walls by using construction hand and power tools, sledge hammers, wire cutters, etc.; constructs and maintains hazardous waste containment facilities.
2. Excavates, grades, and prepares ground surfaces for concrete and decomposed granite applications; fabricates concrete structures such as foundations, footings, and slabs by building forms, cutting and tying rebar, mixing, pouring, and finishing concrete work; patches or repairs damaged areas or holes with premix.
3. Installs and maintains water lines and associated facilities such as drinking fountains and irrigation and sprinkler systems; maintains sewer lift stations.
4. Installs, inspects, maintains, and repairs electrical lines, and interior and exterior lighting.
5. Repairs, sands, scrapes, paints, or stains tables, benches, fences, signs, doors, windows, and small structures.
6. Mows, aerates, trims, and edges turf areas; rakes, sweeps and vacuums leaves, trimmings, and clippings; weeds, cultivates, plants, fertilizes, irrigates, and sprays planted areas; prunes and trims trees, shrubs, and hedges and feeds debris into a chipper; rakes sand, removes debris, and buries dead fish and animals on park-owned property.
7. Performs arc, gas, and shielded arc welding in the fabrication of metal fixtures and structures.
8. Operates, services, and makes minor repairs to grounds maintenance equipment, including sharpening and maintaining hand and power tools, mowers, tractors and small equipment; performs scheduled maintenance for trailers, light to heavy diesel and gasoline tractors and trucks; transports, loads, and un-loads supplies, tools, equipment, and vehicles.
9. Purchases tools and supplies; provides written estimates for projects that include amount and kinds of materials, projected costs, and completion time.
10. Assist with Special Events when needed.
II. EMPLOYMENT STANDARDS:
1. Two years of broad experience in construction and general maintenance; or,
2. equivalent combination of training, education, and experience that would provide the required knowledge, skills, and abilities. Knowledge of: general principles of construction, plumbing, electrical, masonry, and painting work; operation and maintenance of common types of light to heavy equipment used in construction and landscaping. Skill to: fabricate and weld metal; use and manipulate small hand tools such as screwdrivers and hammers as well as larger tools such as shovels, trowels, rakes; construct, maintain, and repair various types of structures used in park access and use. Ability to: read, understand, and interpret construction plans, blueprints, and manuals; follow safety practices in use and storage of various herbicides and pesticides; establish and maintain working relationships with others; keep records and prepare reports sufficient to document inspections, pesticide usage, etc.; keep inventory of supplies and materials; make arithmetical computations.
ADDITIONAL QUALIFICATIONS: Possession of a valid Indiana Class B Driver's License.
Incumbents in these classifications may be exposed to a variety of hazardous and/or unpleasant working conditions, including: wet, rainy, cold, or hot weather; poison oak; and exposure to chemicals.
Work in this classification is characterized by demanding physical labor, such as: lifting and carrying objects weighing up to 50 lbs.; continuous walking, occasionally on rough or uneven terrain; climbing into and out of vehicles at various heights above ground; maintaining body balance in awkward positions.
Incumbent reports directly to Superintendent. In the absence of the Superintendent, Incumbent would report to the Assistant Superintendent.
III. SKILLS AND KNOWLEDGE:
High school diploma or GED. Must be at least 18 years of age.
Ability to meet all Department hiring requirements, including passage of a medical exam, a written exam, and a drug test.
Working knowledge of and ability to make practical application of Department safety policies and procedures and applicable OSHA safety policies and procedures.
Working knowledge of assigned Department trucks, vehicles and equipment, and ability to safely load and haul materials, clear winter roads, and complete related maintenance and safety measures.
Working knowledge of local geography and ability to read road maps.
Ability to effectively communicate orally and in writing with co-workers, other City departments, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/disgruntled persons.
Ability to understand, memorize, retain, and carry out oral or written instructions and present findings in oral or written form.
Ability to complete required paperwork and read/interpret detailed blueprints, equipment manuals, tape measures, gauges and dials.
Ability to work alone with minimum supervision and with others in a team environment.
Ability to work rapidly for prolonged periods, often under time pressure, and on several tasks at the same time.
Ability to count/make simple arithmetic additions/subtractions. Ability to apply knowledge of people and/or locations and plan/layout work assignments.
Ability to physically perform assigned duties, including driving for long periods, heavy lifting, pushing/pulling objects, bending, crouching/kneeling, reaching, standing/walking for long periods, walking on rough terrain, shoveling, sweeping, raking, close/far vision, color/depth perception, hearing sounds and handling/grasping objects.
Ability to occasionally work extended hours, evenings and/or weekends and occasionally respond to emergencies from an off-duty status.
Possession of a valid Indiana driver's license, a demonstrated safe driving record, and ability to be insurable to drive assigned vehicles under the City’s insurance policy.
IV. PHYSICAL EFFORT:
Incumbent’s duties often involve continuous physical exertion, driving for long periods, lifting/carrying objects weighing in excess of 50 pounds, pushing/pulling objects, bending, crouching/kneeling, reaching, standing/walking for long periods, walking on rough terrain, shoveling, sweeping, raking, close/far vision, color/depth perception, hearing sounds and handling/grasping objects.
V. WORKING CONDITIONS:
Incumbent performs majority of duties outdoors and in trucks/heavy equipment and is frequently exposed to normal hazards associated with road maintenance, including heavy machinery, excessive noise, traffic, moving parts, toxic chemicals, grease, dust, dirt, vehicle fumes, working in high places and confined areas, extreme temperatures, wet/icy surroundings, and adverse weather conditions. In responding to emergency situations, incumbent may be exposed to such hazards as downed power lines and/or fallen trees. Safety precautions must be followed at all times to avoid injury to self or others and protective gear must be worn according to Department policy.
Incumbent occasionally works extended hours, evenings and/or weekends and occasionally responds to emergencies from an off-duty status.
