The State Highway Administration’s (SHA) Office of Planning and Preliminary Engineering (OPPE), Data Services Division is recruiting for an Automatic Traffic Recorders (ATR) Manager (Transportation Engineer IV) position in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. Nature of work:  The Data Services Division’s Traffic Monitoring System (TMS) Team is responsible for the daily operation, maintenance, and administration of the statewide network of Automatic Traffic Recorders (ATRs). The duties for this position include data retrieval and validation, planning and managing improvements to the network, assigning and scheduling regular maintenance tasks, and evaluating the work of the Intelligent Transportation Systems (ITS) technicians and contractors. The ATR Manager will be responsible for the development and review of specifications, plans, procedures, and contracts relating to the ATR construction and rehabilitation contracts. This role will also be responsible for issuing tasks to both ITS technicians and consultants; reviewing cost estimates for contract and traffic count tasks; validating collected traffic data; conducting field site surveys for new and relocated ATR stations; reviewing and approving construction quantities; reviewing, inspecting, and approving consultant work; reviewing and approving monthly invoices and monitoring contract budgets; coordinating traffic data collection projects with internal and external agencies; answer inquiries from other agencies, interested parties and the public regarding ATR and other traffic data issues; and researching new technologies related to traffic data collection.

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Four (4) years of experience in professional engineering.

Selective Qualification: Two (2) years of the required experience must have involved the use of traffic count data.

This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification.  Selective qualifications are utilized when the position requires a specific or additional bona fide occupational qualification (i.e. knowledge, skill or ability).  

Preferred Qualifications:
The ideal candidate should have one or more of the following: 
  •  Experience with maintaining traffic counters and uploading the count data to a database.
  • Experience with traffic counters and the collection of traffic data.

Notes:

1.  Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

2.  Possession of a master's degree in engineering may be substituted for one year of the required experience.

3.  Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.Candidate must possess a motor vehicle operator’s license valid in the state of Maryland.
