The Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) invites you to apply today to be considered for a position that provides customer service to the citizens of Maryland every day.  The MTA is one of the largest transit systems in the United States and is seeking dynamic and energetic individuals to join the MTA team. 
 
Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) is seeking qualified candidates for the position of Capital Assistant Manager, Capital Planning.  The Office of Planning and Programming includes three divisions: Project Development, Environmental Planning, and Capital Programming. The Capital Assistant Manager, Capital Planning is responsible for the $4 billion, six (6) year MTA capital program as well as more than one hundred forty (140) current and future federal grants. The Capital Assistant Manager, Capital Programming determines which projects are recommended to senior management for funding consideration in the capital program. The Capital Assistant Manager also determines how federal aid should be allocated when new grant funding is awarded to the MTA. He or she develops policies and procedures to standardize collection and reporting of project information and improve operational efficiency. The Capital Programming Division is charged with tracking more than 250 capital projects as well as more than 250 monthly capital invoices. The Capital Assistant Manager assists in making final determinations on staff assignments and identifies process reforms to enable high-quality reporting on capital projects and timely and accurate processing and grant coding of capital invoices. The Capital Assistant Manager assists in the preparation of materials for the quarterly Capital Project meeting with the MTA Administrator/CEO and makes funding recommendations to the Director, Office of Planning and Programming, Chief Engineer and the MTA Executive Team.

Experience:  A Bachelor’s degree from an accredited college or university in Economics, Planning, Public Administration, Finance or related field; plus, at least six (6) years of experience in administrative or professional work. One (1) year of this experience must have involved one (1) or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations or exercising responsibility for the development of policies or procedures. The ideal candidate will have two (2) or more years of experience in a budgeting or programming environment, as well as experience analyzing large financial data sets using Microsoft Excel and other electronic tools.

Notes:     

1.  Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

2.  Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

3.  Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
