The Safety Audit Coordinator will report directly to the Deputy Director of Safety Assurance and Promotion to provide administrative, technical, and coordination support of MBTA's safety program, and as directed by the Director of Transportation and the Chief Safety Officer. Perform these functions in collaboration with management and employees from MBTA Safety, other MBTA departments, vendors, contractors, and contract services (e.g., paratransit, ferry). Coordinate and assist with the oversight of safety related activities, scheduling, audits, data collection, and analysis. Prepare and write reports and correspondence, create charts and graphs, and produce comprehensive program documents for the Safety Assurance team. Support the data collection, analysis, monitoring, and reporting functions associated with all types of safety related data throughout the Authority.
All MBTA employees are required to be fully vaccinated against COVID-19 and demonstrate, at appropriate intervals, that they have received all subsequent doses (“boosters”) of the COVID-19vaccine as recommended by the CDC’s Advisory Council on Immunization Practices and as those recommendations may be updated.
- Perform and document observations of safety assurance activities carried out by the Authority’s Operations and Maintenance functions, including activities performed via the Safety Rules Compliance Program and Quality Management Program.
- Participate as a member of the safety audit team in the administration, execution, and documentation of the internal safety audit/review program. Coordinate and assist with scheduling audits, compilation of audit data, documents, and information, as well as audit report writing.
- Support and document the tracking, implementation, verification, and continuous monitoring of safety hazard mitigations and Corrective Action Plans.
- Assist in the development and delivery of safety related training materials, programs, and guidance documents in support of the Authority’s implementation of its Safety Management System.
- Assist with the coordination, planning, and administration of safety committees, working groups, task groups, safety leadership exchanges, and other collaborative safety meetings with MBTA departments, regulators, and external stakeholders.
- Ensure that all applicable safety data within the Authority are recorded and reported according to state and federal regulations, and internal requirements.
- Utilize the current safety data management system. Assist with the administration and development of the department's web based safety data management software system to ensure data quality and integrity, and system ease of use.
- Assist with the development and delivery of training on MBTA's safety data management system, data processes, and similar programs to all members of the department, and other MBTA departments as necessary.
- Report safety/security critical data, including safety-related state of good repair data, to oversight agencies such as the Department of Public Utilities (DPU), Federal Transit Administration (FTA), Federal Railroad Administration (FRA), National Transit Database (NTD), and other internal, state, and federal safety reporting entities, as applicable.
- Perform advanced data analysis and trending techniques in order to visualize, monitor, and assess the MBTA's safety performance.
- Research and assist in developing, maintaining, and monitoring safety performance metrics and data driven processes in line with Safety Management Systems (SMS) guidance, new federal and state regulations, and international best practices.
- Respond to each inquiry, whether from a customer, vendor or coworker in a professional and courteous manner.
- Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions or any other abnormal conditions that impair service or the safety of service, twenty four (24) hours per day, seven (7) days per week.
- Adhere to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including applicable safety program requirements as well as the Equal Employment Opportunity (EEO,) Anti Discrimination and Anti Harassment and Anti Retaliation policies.
- Perform related duties and projects as assigned.
- A high school diploma or equivalent (G.E.D.) from an accredited institution with the ability to comprehend, communicate and respond to instruction, orders, signs, notices, inquiries, etc. in English.
- Zero (0) to two (2) years of experience in data collection, analysis, and trending.
- Advanced level skills in Excel to perform data collection, analysis, trending, and reporting functions. Proficiency using Microsoft Word, Power Point, Access, and Project Manager.
- Proficiency using Outlook and other organizational platforms to effectively manage calendars, scheduling, tasks, and correspondence.
- Strong organizational, administrative, multitasking, time management and interpersonal skills. Strong communication and report writing skills. (Finalists selected to interview will be required to submit a writing sample at the time of interview).
- Ability to undertake several projects simultaneously and follow through on each project to completion.
- Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 100, 200, 300, 400, 700, and 800 as well as courses offered on websites hosted by MassDOT, FEMA, and TSI within the first month of employment. Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.
- Ability to perform all tasks safely with proper PPE. Ability to perform and oversee that tasks are performed to ensure the safety of MBTA employees, contractors, ridership, and the general public, and critical infrastructure.
- Ability to handle sensitive and confidential information in an appropriate manner.
- Ability to pass: background screenings? including a Criminal Offender Record Information (CORI) check? and the MBTA's medical requirements, including a physical examination and drug and alcohol screening.
- A satisfactory work record including overall employment, job performance, discipline and safety records. For internal candidates, the aforementioned applies to the two (2) years immediately prior to closing date of this posting. - Ability to provide internal and external customers with a courteous and professional experience.
- Ability to work any and all shifts and/or locations as assigned or directed.
- Be available to work twenty-four (24) hours per day, seven (7) days per week.

PREFERENCES INCLUDE:
Bachelor's degree in Safety, Urban Planning, Statistics, Data Analytics, or a related field.- Knowledge of advanced statistical or quantitative data analysis techniques.
- Experience with regulatory compliance, audits, and investigations.
- Experience with Tableau.
- Knowledge of FTA and/or DPU safety regulations.
- Knowledge of transit, commuter rail, aviation, or other transportation safety programs.
- Experience with the National Transportation Database (NTD) or other safety data management systems.
