Under the direction of the Executive Director of Administrative Services, the Associate Director of Purchasing performs administrative functions related to the planning, organizing and directing of the day to day operations of the Purchasing Department. The Associate Director is responsible for overseeing complex purchasing transactions involving competitive solicitations. The position requires decision making regarding departmental objectives, administering college policies and procedures and interpreting prevailing purchasing laws, regulations and state policies. The Assistant Director will supervise subordinates and work study students.
SALARY: $75,000-$90,000
This position is governed by the Association of Professional Administrators (APA) Collective Bargaining Agreement.
DUTIES & RESPONSIBILITIES:
- Oversees compliance with College and Commonwealth of Massachusetts rules and regulations regarding the purchase of goods and services.

Receives and processes requisitions for goods and services.

Obtains and records price quotes as part of vendor bid requirements.

Prepares purchase orders and change orders.

Responsible for issuing Request for Proposals and other bid documents.

Provide one-on-one and group purchasing training to new and returning staff member to ensure all employees receive the necessary guidance.

Oversee and manage college travel management program to ensure individual, group, and international travel needs are met.

Conduct internal stakeholder needs assessment with departmental staff to identify cost saving opportunities that deliver value to the college.

Develop and maintain an awareness of changing commodity/service related business trends in the marketplace and the possible impact to the college.

Works with College staff on construction and service contract bids and ensure that appropriate staff are informed of applicable rules and regulations.

Develops policies and implements appropriate procedures for purchasing and procurement.

Oversees the College's procurement card program including interfacing data between the bank's web site and the

College's ERP system.

Works with the Commonwealth's Operational Services Division (OSD), the Massachusetts Higher Education

Consortium (MHEC) and other consortia on contract matters as needed.

Develops and manages procurement reporting requirements by providing metric and bench-marking information.

Promotes an understanding of and commitment to customer service as it relates to purchasing.

Manages the Purchasing Department's wiki page

Develops and maintains ethical vendor relationships. Resolves conflicts between College staff and vendors.

Establishes and maintains business records to ensure proper maintenance and control of College fixed assets.

Work with the college Shipper/Receiving Department to ensure all orders are received correctly in a timely manner to the satisfaction of college departmental end users. Follow up with suppliers regarding back-orders, returns, exchanges, or order cancellation as needed.

Requirements:
REQUIRED QUALIFICATIONS:
- Bachelors Degree in a related field.

Minimum three years experience in Purchasing and or related field or equivalent educational background.

Knowledge of accounting and data processing operations related to purchasing.

Ability to write reports and analyze data.

Ability to express self in oral and written communication.

Ability to work effectively with staff, faculty and students
Preferred Qualifications:
- Massachusetts Certified Public Purchasing Officer (MCPPO).

Masters Degree in related field.

Experience in Higher Education.

Knowledge of Commonwealth laws and regulations relative to purchasing and bidding.
