Job Description Summary
We are seeking an IT Project Scheduler to join our team to support our Internal Revenue Service (IRS) client located in New Carrollton, MD. The Project Scheduler will provide high-quality support to IRS Project Managers related to forecasting, schedule, and performance. The candidate will be well versed in PMP best practices. The candidate will be required to interface professionally and efficiently with internal technical and administrative staff at varied levels of experience and authority, and will be required to provide detailed and accurate reports and data sets with short turnaround times. The candidate must be familiar with contracting terms and be able to translate standard contract language into work breakdown structures, develop and manage schedules, create cost and resource control conventions, and prepare and explain performance metrics in conjunction with Project Managers. The candidate must be familiar with all SDLCs, including Agile, and be able to translate work breakdown structures into schedules from which forecasting and performance can be determined. The candidate must be able to communicate effectively with all Project Managers and the client to ensure efficient and accurate schedule development and updates. The candidate will meet with project team and resource managers as required in development of a baseline schedule, updates and recovery schedules. The candidate will monitor and status schedule progress, identify and communicate significant schedule risks to staff and management team. The candidate will document identified project risks, mitigations, and outcomes based on input from teams, and routinely monitor and provide awareness of schedule / milestones / deliverables for all project phases. The candidate will work with the IRS cross-functional teams to develop, maintain and perform continuous management of the Integrated Master Schedule (IMS) that includes major milestone reviews and reporting requirements. This position manages schedule status, performs schedule analysis, and communicates results. The Project Scheduler will relate schedules to the Work Breakdown Structure (WBS) clearly defining when all tasks start and finish, and identify and document time constraints. The candidate may have to work 1 day a week at the IRS facility in New Carrollton MD, with remaining days working remotely from home. The selected candidate must be flexible and available to attend meetings or perform other activities in New Carrollton as required. • Create a Work Breakdown Structure (WBS) and use it to create and maintain a complex IMS in MS Project Professional.• Utilize generally accepted scheduling best practices.• Work with various stakeholders to identify detailed tasks, durations, dependencies, and resources to build the schedule. • Document the schedule progress update and modification process.• Review project schedules for accuracy and best practice• Develop Project Scheduling 101 training with training materials• Perform Critical Path Analysis (CPA).• Assess schedule performance and advise the team and client on status and preventive or corrective actions required.• Track actual vs planned/forecast vs. baseline.• Create tracking reports out of MS Project for various levels of client management.• Work across the enterprise to coordinate with the various stakeholders.QUALIFICATIONS• Bachelor's Degree from an accredited college or university required, an additional four (4) years of related work experience can substitute for a degree• At least eight (8) years of experience • Demonstrated four (4+) years of Project-based Schedule experience• Prior experience using a deliverable oriented WBS to create project schedules • Prior experience in creating and maintaining MS Project Schedules in excess of 1000 tasks with external dependencies• Expert skills in MS Project Professional • Prior experience with IT project scheduling• Excellent attention to detail capability• Excellent verbal and written communication skills• Ability to work in a fast-paced, dynamic environment• Ability to interface with all levels of management• Strong communication skills and able to work across organizations• Ability to perform complex tasks with minimal supervision and guidance• Excellent time management, scheduling, and organizational skills• Ability to work well independently or in a team setting• Preferred qualifications include: IRS project experience; experience developing schedules in Agile development environmentPhysical Requirements:• Work is performed in a general office environmentAdditional Requirements, as per Contract/Client:• Candidates must meet requirements to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI clearance is a plus).• Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for at least three (3) years, and Federal Tax compliantEssential Duties and Responsibilities:- Responsible for updating and maintaining the schedule baseline.- Forecast dates and actual files, as well as, maintaining the schedule data dictionary and global files.- Perform status updates (e.g., earned value) and forecasted dates to the Integrated Master Schedule (IMS).- Support program implementations working with the program manager, control account managers, and project control team staff to develop Integrated Master Schedules and Plans in an Agile development environment- Develop schedules, integrated Master Plans and Work Breakdown Structures (WBS).- Solicit input from the technical team to ensure all task dependencies (internal and external) are documented and tracked.- Support Integrated Baseline Reviews.- Interface with other internal teams to develop and prepare resource assignments.- Identify and document schedule and risk, manage the integrity of the baseline data and status, and provide inputs in support of the Earned Value Management System (EVMS) business rhythm.- Maintain historical scheduling reports and logs.- Develop reports, charts, and briefing for Program Monthly Reviews.- Perform other duties as may be assigned by management.Minimum Requirements:- Bachelor's degree with 5+ years of experience.- Advanced degree or professional designation preferred.- Develop solutions to a variety of complex problems.- Work requires considerable judgment and initiative.- Exerts some influence on the overall objectives and long-range goals of the organization.
