Overview
Be a part of providing long-term construction management services within the NAVFAC and USACE multi-billion-dollar project and program spaces.
- Projects could include but are not limited to, environmental sustainability; water infrastructure; flood management; coastal risk reduction and resilience;
- site utilities (potable, wastewater, electricity); on-base and off-base road improvements; off-site infrastructure; headquarters and administrative facilities;
- base operations (headquarters, police, fire); airfield operations (hangars, shops, fuel stations); piers, wharves, drydocks, and waterfront operations and support buildings;
supply, maintenance, and other support facilities; barracks; and family housing.
Responsibilities
Main Duties :
Develop rough order of magnitude cost estimates based on concept sketches and narrative documents.
- Develop parametric estimates unitizing PACES software, as required.
- Develop accurate cost estimates utilizing MII; based on defined drawings and specifications.
- Perform sensitivity analyses to inform the cost and schedule risk analysis and the independent cost estimate.
- Develop and / or analyze post-construction costs.
- Provide independent cost estimates for use in change order negotiations.
- Perform cost analyses in support of Government response to potential construction contractor claims. Provide opinions on courses of action being deliberated.
- Support program office(s) in meeting facilitation, brief preparation, and other programmatic communications to key stakeholders.
Qualifications
Education
- Undergraduate degree in Engineering, Architecture, Construction Management, or a related discipline preferred.
- Have a minimum of five (5) years' experience using MII on construction projects valued at or above $3-5M.
- Have a minimum of five (5) years' experience in working with Engineering or Architectural disciplines and shall have a basic understanding of engineering, architecture and construction trades.
- Have at least one (1) year of specialized experience in performing related projects for the NAVFAC or USACE.
Skills and Abilities :
- Have the ability to communicate in English effectively orally and in writing.
- Be able to obtain security clearance.
- Be able to possess a passport.
- Be a United States citizen.
- Be able to travel occasionally to perform site visits to support the development of cost estimates or to determine existing conditions, and to document findings to support the rationale of cost estimating analyses.
