SPA assists the Defense Threat Reduction Agency (DTRA) in developing leading edge technologies to counter WMD in support of CCMDs and transitioning these technologies to military services and COCOMs. SPA provides expertise across the full range of chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) WMD, Counter Improvised Threat and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.
SPA has a near term need for a Senior Program Analyst.
Supports internal evaluation processes that provide advice/recommendations on return on investment, efficiency, optimization, and realization of goals/objectives, processes, projects and programs. The qualified candidate will develop and improve upon standard operating procedures and processes for executing Agency program evaluations, and develop program evaluation plans documenting the overall structure and objectives for each evaluation. They will research and apply appropriate analytical approaches/methodologies to address each focus area of the evaluation as well as identify, collect on, and analyze key program evaluation metrics to develop findings, conclusions, and recommendations. In addition they will research and investigate business and management best practices for application to Agency programs to increase program effectiveness and optimization. Additional responsibilities include analyzing strategic guidance, policy and law to apply to future analysis of Agency programs and assessments, and develop written and oral presentations and reports on program evaluation analysis, findings, conclusions, and recommendations.
Up to 20% travel may be required.
Required Qualifications:
- Demonstrated accomplishments in analyzing and evaluating Department of Defense programs and requirements
- Experience analyzing requirements
- Capable of evaluating guidance and translating it into missions and requirements, and also developing strategies and assigning program guidance
- DoD Top Secret Clearance, and the ability to maintain it throughout employment
Desired:
- Experience with OSD-CAPE, Army PA&E or other service requirements analysis office.
- Think tank experience (Mitre, CSIS, etc.)
- Master's Degree
