Media Fusion is seeking an experienced Program Analyst to support NASA Langley’s Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) activities as well as the STMD SBIR Programs with an emphasis on project management support. The selected candidate must be able to work on-site at NASA Langley Research Center in Hampton, VA.



  • Provide project management support for the SBIR/STTR Solicitation development process and the SBIR/STTR review and ranking of proposals
  • Provide project support for the SBIR/STTR solicitation and the development of annual SBIR/STTR Topics and Subtopics
  • Establish and maintain contact with Topic and Subtopic Managers, perform data mining to provide strategic analysis and reporting that will be used for decision-making purposes, participate in regular team meetings during the process, and provide update and feedback to center management. Develop and maintain schedules including subtasks and milestones, prepare visual material and facilitate meetings
  • Coordinate with SBIR/STTR representatives on the center and at other Centers
  • Support the review and selection and the evaluation and ranking process of proposals
  • Monitor status of the evaluations through an existing data management system, and provide support to Topic and Subtopic Managers as well as Center personnel
  • Coordinate and facilitate meetings with ranking panels and managers, collect actions during meetings, and disseminate status reports and key activities
  • Attend regular and ad hoc telecons with the Agency SBIR/STTR team and participate in sub-teams supporting process improvement of SBIR/STTR program
  • Work with the Center Technology Transition Lead in the development of the SBIR/STTR technology portfolios, facilitates partnerships and supports outreach meetings and events
  • Support the SBIR/STTR technology portfolio by tracking the development of new technologies and coordinate with Principal Investigators as well as current and previous Contracting Officer Representatives to capture information about the projects and how the SBIR/STTR technology is being used
  • Coordinate, document and follow-up on Phase III contracts, infusion and commercialization activities; report on any success stories
  • Support meetings for the strategic alignment of technologies to the Center focus areas and also to STMD technology needs areas and promotes the utilization of SBIR/STTR developed technologies in programs and projects
  • Support inreach and outreach activities to increase awareness of and participation in the SBIR/STTR Program both within NASA and the Small Business community
  • Provide consultation to NASA programs/projects and the Small Business community to increase awareness and participation in Post-Phase II opportunities
  • Represent the SBIR/STTR program in monthly Center Partnerships meetings to keep center personnel/stakeholders aware of upcoming program opportunities or needs
  • Support and sometimes lead one on one meetings with new program participants to review role and responsibilities and provide tutorials of data management systems
  • Support and sometimes lead one on one meetings with members of the Small Business community to discuss program purpose and opportunities as appropriate
Job Requirements
  • High School Diploma or equivalent
  • Bachelor’s degree in business administration, project management or related field
  • Must have Project Management experience
  • Detail oriented, excellent organizational and time management skills
  • High aptitude for strategic and critical thinking
  • Proficiency with databases and MS Office programs with advanced Excel Skills
  • Science or engineering background (preferred)

PHYSICAL REQUIREMENTS *

The physical demands described herein are representative of those which may need to be met by an employee to successfully perform the essential functions of the job. Employees must possess the ability to work in an office environment. If required, employees must be able to operate a motor vehicle which may require sitting for prolonged periods of time to visit other company sites. Must have hearing and speech to communicate in person, before groups, and over the telephone. Standing in work areas and walking between work areas may be required. This position may also require an employee to bend, stoop, kneel, crouch, crawl, climb or balance, reach, push, and pull. The employee may also be required to lift and/or move up to 20 pounds.
