NIST’s roles under the CHIPS Act are as financial steward of the CHIPS Incentives Program and as scientific leader for the CHIPS R&D Program. In executing these programs, the CHIPS program is required to meet aggressive deadlines to issue funding announcements, set application deadlines, and issue decisions on awards, with varying timelines associated with various programs. NIST requires an integrated approach for program administration across the grants and projects lifecycle, including consistent processes, program management and on-going support.

Duties and Responsibilities

  • Provide Strategic Direction: Offer guidance and strategic direction to project and program teams, ensuring alignment with the overall goals and objectives of the client engagement.
  • Client Engagement: Regularly engage with senior-level client leadership and teams to contribute to the overall direction of the client engagement. Maintain and manage relationships with senior-level management within the client organization.
  • Program Management: Oversee and manage multiple projects and programs within the client engagement, ensuring their successful execution, adherence to timelines, budgets, and quality standards.
  • Communication: Ensure senior-level management within the client organization is informed about the overall program status, including relevant projects and their potential impact on the higher-level organizational strategic vision. Effectively communicate complex technical knowledge and provide subject matter expertise
  • Business P&L and Capture: Possess extensive senior-level/executive business profit and loss (P&L) experience, including responsibility for capturing new business opportunities and driving growth.

Qualifications

  • Education: Bachelor's degree in a relevant field.
  • Experience: At least 15 years of professional experience, with a strong background in consulting and program management.
  • Leadership and Vision: Proven ability to provide strategic direction, leadership, and vision to project and program teams. Strong decision-making skills and the ability to drive results.
  • Communication and Relationship Management: Excellent communication and interpersonal skills, with the ability to engage effectively with senior-level client leadership and teams. Experience in managing relationships with senior-level management.
  • Business Acumen: Demonstrated business profit and loss (P&L) experience, with a track record of successfully capturing new business opportunities and driving growth.
  • Industry Network: Possess significant industry relationships and the ability to leverage them to enhance client engagements. Experience serving on company or corporate board of directors is a plus.

Physical Requirements

The physical demands described herein are representative of those which may need to be met by an employee to successfully perform the essential functions of the job. Employees must possess the ability to work in an office environment.

If required, employees must be able to operate a motor vehicle which may require sitting for prolonged periods of time to visit other company sites. Must have hearing and speech to communicate in person, before groups and over the telephone. Standing in work areas and walking between work areas may be required. This position may require an employee to bend, stoop, kneel, crouch, crawl, climb or balance, reach, push, and pull. The employee may also be required to lift and/or move up to 20 pounds.
