The ideal candidate will have extensive management experience working in health care compliance, or with New York State (NYS) government. A Bachelor’s degree and a minimum of eight years of experience with Compliance Programs is preferred.

Duties Description
Reporting directly to the First Deputy Medicaid Inspector General, the Assistant Medicaid Inspector General for Compliance is a member of the Executive team working closely with other Division Deputies and executive staff. NYS is a national leader with the establishment of state-level compliance requirements for the Medicaid program. This position is critical to enhancing and developing a robust culture of Medicaid program integrity and healthcare compliance, and to the agency in fulfilling its mission to enhance program integrity by preventing and detecting fraudulent, abusive, and wasteful practices while promoting high-quality patient care. The position will also be central in the education, engagement, and outreach to the health care provider community regarding compliance requirements. The incumbent provides the strategic direction and manages the compliance and self-disclosure functions within the Executive Division of the Office of the Medicaid Inspector General. Specific duties include, but are not limited to:

Develop, direct, and oversee OMIG’s Compliance and Self-Disclosure Programs:
  • Confer with the MIG, First Deputy, and/or other executive-level managers to define investigative projects, initiatives, and long-term objectives.
  • Oversee and provide vision and general direction for the Compliance Program Reviews conducted by Bureau of Compliance (BOC) staff, and for self-disclosure activities and collections.
  • Identify and keep abreast of laws and regulations appliable to Medicaid healthcare provider compliance and self-disclosure, including their impact on various types of provider groups.
  • Direct staff in the use of administrative action or sanctions to achieve compliance with applicable laws and regulations.
  • Provide direct supervision and mentoring to program managers, ensuring consistency and coordination between Bureaus. Communicate executive vision, priorities, preferences, and approach.
  • Oversee subordinate managers in carrying out Bureau projects and initiatives; provide guidance, advice, and/or direction in resolving sensitive, novel, or critical issues.

Oversee and Conduct Provider Engagement, Outreach, and Education Activities related to Compliance and Self-Disclosure:
  • Respond to compliance-related phone calls and emails from providers
  • Draft, review, and publish guidance and educational materials.
  • Identify, evaluate, and formulate strategies, in collaboration with Executive leadership, to appropriately address identified provider concerns.
  • Participate in Webinars or presentations to external stakeholders.
  • Represent OMIG and serve as programmatic liaison with external stakeholders on matters impacting fraud, waste, and abuse in the Medicaid program. Facilitate collaboration, make presentations as requested.
  • Research, develop, and enhance OMIG policy relative to OMIG’s compliance and self-disclosure programs.

Participate as a member of the executive team:
  • Attend executive team meetings and contribute to ongoing dialogue(s) regarding the agency mission and program area goals.
  • Develop, measure, and evaluate program performance and implement necessary improvements.
  • Identify and seek to remedy statutory weaknesses which adversely affect Medicaid program integrity.
  • Provide input into the establishment of legislative goals and strategies in support of the agency’s mission, particularly in the areas of self-disclosure and compliance related activities.
  • Analyze the impact of proposed or enacted regulations

Additional Comments
Salary Range: $133,453 - $168,606. Salary will be commensurate with experience.

Note: This position is an in-office position. While the agency has a telecommuting program, members of the Executive team are approved for only intermittent telecommuting requested and approved in advance.

This position, and all staff within this Division, are currently located in Albany. OMIG has (7) regional offices statewide. Infrequent but periodic travel is required.

The Office of the Medicaid Inspector General (OMIG) is an independent entity created within the New York State Department of Health to promote and protect the integrity of the Medicaid program in New York State. Our mission is to enhance the integrity of the New York State Medicaid program by preventing and detecting fraudulent, abusive, and wasteful practices within the Medicaid program and recovering improperly expended Medicaid funds while promoting a high quality of patient care.
The Bureau of Compliance (BOC) works to educate, assist, and assess Medicaid program providers in meeting their obligation to establish and operate effective compliance programs. This is achieved through education and outreach; evaluating whether providers have an adequate control structure to reduce the potential for fraud, waste, and abuse; have systems in place to identify and self-correct errors before the Medicaid program is billed; or in the alternative, have a system to identify Medicaid overpayments, to self-report those overpayments, and return those funds.

This is an appointment to a position in the exempt jurisdictional class. All exempt appointments require completion of a background check prior to appointment, and completion of an annual Financial Disclosure Statement. Incumbents serve at the pleasure of the appointing authority, and the employment relationship can be altered at any time by either party.
