Job Summary
IT Manager will be responsible for managing MBI business system processes, information technology operations, and information system security responsibilities. As the information system leader, this person will provide vision of how technology is applied within the business unit. These areas include operating systems, voice and data communications, transaction processing and database administration, the information center, personal computers, electronic and optical storage, and multimedia applications and security systems.

Essential Duties & Responsibilities
- Responsible for annual IT budget planning and adherence for software, maintenance agreements, hardware, etc.
- Directs the scheduling and computer operations of all production activities associated with computer data processing, establishes and enforces standards for controlling work flow and the integrity of data through the production process, and for ensuring the quality of IT support and the security of material, equipment, files and personnel within the Information Technology scope of influence.
- Maintains the reliability of all systems in the Information Technology area including maintaining network and telecommunications reliability, meeting response time (on-line) service levels, and overseeing and assisting in the development of a disaster recovery plan.
- Approves procedural and security standards for Information Technology functions to protect the security of the installation, the data processed by the department and its personnel, Information Technology programs, and the computer equipment that performs the necessary processing.
- Supervises and monitors the performance of IT systems to insure the accurate and timely completion of Information Technology work.
- Maintains new software/hardware policies or procedures recommended or required by the information function of the enterprise.
- Establishes, documents, implements and monitors the Information Systems (IS) Security Program, related procedures for the facility, and ensures facility compliance with applicable requirements.
- Develops and implements Master System Security Plans (MSSP), Information System Profile, Network System Security Plan (SSP) and addendums in accordance with the Risk Management Framework (RMF) and National Industrial Security Program Operating Manual (NISPOM) for accredited networks and systems.
- Perform responsibilities as the designated Information Security System Manager (ISSM) to manage the site’s cyber security program. The ISSM establishes, documents, and monitors an operating unit’s cyber security program implementation plan, and ensures compliance with DOE management policies.
- Manages and maintains system access and training for all networks and systems.
- Develops, implements, and maintains security program compliance to NIST 800-171 and other applicable contractual requirements.
- Assess changes to an IS by performing periodic self-inspections, tests and reviews of the IS program to ensure that systems are operating as authorized/accredited and that conditions have not changed.
- Ensures compliance with current STIGs.
- Participates in the planning, installation, implementation, upgrade, problem determination and resolution involving software programs, operating systems, computers, printers, scanners, etc. for classified systems.
Knowledge, Skills & Abilities
Education & Experience:
Bachelor’s degree from four year university or equivalent; at least 3-5 years managing IT operations or business systems operations.
- Active secret clearance preferred.
- Ability to obtain active secret clearance required.
- Preferred network security certification or relevant experience.
- Preferred experience supporting a Windows Server 2012/2016 environment.
- Preferred experience with SQL server administration and migration experience.
- Excellent knowledge of TCP/IP, routing, DMZs, NATs, subnetting, IP networks, Active Directory, DNS, WINS required.
- Knowledge of Cisco switch, router, and next general firewall configuration and troubleshooting experience.
- Experience as ISSM.
- Experience administering ERP systems, specifically Made2Manage preferred.
- Knowledge of Business Processes such as MRP, order cost, planning and scheduling.
- VMware ESX experience.
- Citrix client experience.
- Excellent planning, communication, and organizational skills.
Computer Skills:
IBM PC basic knowledge, MS Word, MS Excel, MS Outlook, SQL Queries, MS Server 2012R2, Active Directory, Group Policy, VMWare, Hardware configuration
Physical/Mental Demands & Work Environment:
Position involves sitting, standing and/or walking. Position requires ability to frequently exert up to 10 pounds of force to move objects and occasionally exert up to 20 pounds of force to move objects.
The noise level in the work environment is usually moderate. Ear protection occasionally required.
Work usually performed in air-conditioned office environment.
