What are the responsibilities and job description for the Foreign Military Sales Analyst position at MELE Associates, Inc.?
The Foreign Military Sales Analyst will support the Naval Sea Systems Command Program Executive Office Integrated Warfare Systems (PEO IWS) financial, program management and personnel support. This full-time position is located at the Washington Navy Yard in Washington, DC. This position is contingent upon contract award.
Essential Functions:
- Track multi-country programs to include financial metrics and status reports.
- Provide expert analysis and support of FMS financial/case dashboards, data and metrics, and identify trends.
- Provide guidance and expertise on FMS financial management policy, restrictions and current regulations.
- Assist FMS case managers in financial execution of FMS cases in accordance with the Security Assistance Management Manual.
- Provide financial reconciliation under the FMS case is closed.
- Provide advice on FMS acquisition planning and execution, development of contracting strategies, as well as, innovative contracting strategies/recommendations.
- Provide significant senior level FMS acquisition experience including the development and review of acquisition documentation (e.g., Acquisition Strategies (AS), APB's)
- Provide quality assurance on all acquisition documentation.
- Independently lead PR development and review efforts, including SOW and CDRL development
- Track, monitor and provide updates to the expenditures against obligations phasing plans, consolidated 7300s and case payment schedules.
Required Skills:
- Foreign Military Sales (FMS) Case, Admin and Building Partner Capacity Funding Experience
- Experience with cost, schedule and performance as it relates to program execution
- Program and personnel management
- Demonstrated experience in financial management
- Excellent organizational and communication skills
- Acute attention to detail
Minimum Qualifications:
- Bachelor's degree and fifteen (15) years of relevant experience supporting Navy combat systems.
- Communication and Briefing Skills at the SES/Flag Level.
- Secret Clearance verifiable in DISS.
Preferred Qualifications:
- Master’s degree in Business Administration (MBA)
- Project Management Professional (PMP) or DAWIA III in Program Management
- Conceptual knowledge of U.S. Navy Combat Systems
- Experience working in a program office or PEO at a Navy Systems Command
- Program management experience running a large support services contract with multiple contractors
- Demonstrated knowledge of DoD/DoN procedures and policies (DoD 5000 process)
Location: This is a hybrid position of telework and on-site work in Washington, DC 20374, USA
- Telework options are available with a requirement to be in the office at least three days a week, based on the level of in-person meetings and office needs.
SALARY: Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position.
