The Street Outreach & Crisis Response Team Manager will primarily focus on providing support services to those experiencing chronic homelessness by working with the OKCPD Homeless Outreach Team and the City of Oklahoma City helping identify top utilizers of city emergency services. Direct services provided to referred individuals may include assessing needs, identifying goals, advocating, and facilitating warm hand offs to needed services like mental health, healthcare, housing, recovery services, socialization, and legal assistance etc. The Street Outreach & Crisis Response Clinician preforms a wide range of tasks to reduce the misappropriation of public safety personnel services and improves the overall health and well being of the identified participants. The Street Outreach & Crisis Response Team Clinician engages in supportive interactions with all City of Oklahoma City emergency services stakeholders.


Must have a current Oklahoma License in one of the following: LCSW, LPC, LADC, LMFT. Will accept LMSW under supervision.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Essential Job Functions:

  • Participate in outreach as requested by City emergency personnel.
  • Develop goals (service plans) and objectives for individuals according to participants’ needs and preferences.
  • Seek to remove barriers to reaching the participants’ identified goals which may include transportation, home visits/encampment visits, and advocacy.
  • Identify necessary resources for various mental health and social services needs (i.e. Social Security, housing services, supportive employment, and advocacy organizations). This may include identifying gaps in these needed services as well.
  • Attend interdisciplinary meetings which may include Clinical Staffing Meeting, Interagency, partner meetings, Program development meeting, etc.
  • Must demonstrate a clinical skill set in the area of crisis intervention, crisis management, and de-escalation as there will inevitably be situations that will require the aforementioned areas of expertise.
  • Will attend mandatory Association meetings and trainings as directed as well as partner agency meetings as needed.
  • Maintain a working knowledge of current trends and developments in the behavior health field through ongoing participation in training, continuing education and other educational opportunities.
  • Complete necessary documentation and data collection per program requirements.
  • Maintain licensure in order to perform necessary job duties.
  • Performs other duties as assigned.


KNOWLEDGE, SKILLS, and ABILITIES:

Minimum education, experience, technical and communication skill levels and license/certificates normally required to perform the duties of this position.

  • Masters’ degree in social service/human services preferred or a relevant combination of education and experience.
  • Must have a current Oklahoma License in one of the following: LCSW, LPC, LADC, LMFT. Will accept LCSW Under Supervision.
  • Excellent organization and time management skills.
  • Must possess working knowledge of technology including Microsoft suite programs.
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Ability to work closely with a multidisciplinary team that includes various partner agencies.
  • Experience working with vulnerable populations (people experiencing homelessness, people with substance use disorders and mental health conditions, people with disabilities, LGBTQIA ).
  • Ability to establish and develop effective relationships with participants, staff, volunteers, community groups, current and potential donors, corporate sponsors, agency partners and other key stakeholders.
  • Ability to work independently and with minimal supervision.
  • Initiative-taking time management skills and ability to work in a fast-paced, high-stress environment.
  • Possess clean MVR and valid Oklahoma Driver’s license.

WORKING CONDITIONS and PHYSICAL DEMANDS:

Typical working conditions and physical conditions associated with this position,

  • Work is performed in both a climate controlled office setting, as well as outreaching to encampments and other urban environments where the employee would be exposed to variable weather conditions performing their job outside.
  • Noise level is moderate and includes sounds of normal office equipment (printers, fax machine, phones, etc.)
  • Required to work in areas inhabited by unsheltered persons, to include working in dirty environments and dealing with challenging individuals.
  • Work requires a flexible work schedule due to internal and external meetings. Occasional travel may be required; must have reliable transportation.
  • Ability to effectively communicate orally and in writing.
  • Visual and auditory ability to identify and respond to environmental and other hazards of the site and staff behavior.
  • Potential exposure to stressful and/or physically challenging situations that could results in risk to one’s safety.
  • Physical ability to life and carry 50 pounds.
  • Physical mobility and endurance to perform tasks while standing/walking for long periods of time (60 minutes or more).
  • Ability to safely and properly use office equipment.
