Metric5 is currently seeking a hands-on IT Infrastructure lead to work within a team providing Data Warehouse and Business Intelligence services to our government customer using Agile scrum processes. You will supervise IT cloud infrastructure operations; in this role you will be involved in all critical aspects of our cloud-based infrastructure from end-to-end. This person will be working closely with other development, operations and maintenance (O&M) and support teams as well as other USCIS stakeholders to develop and optimize our infrastructure operations and security. A successful candidate will need to have a strong understanding of IT infrastructure, protocols, security, and automating operations. The ideal candidate will already have many years of experience performing such duties at the enterprise level and be able to work in collaboration with a distributed workforce.
Program Details
The program you will be supporting has a mission to provide development, security, and operations (DevSecOps) support to U.S. Citizenship and Immigration Services (USCIS) with a focus on development, operations, and modernization of the Agency’s Enterprise Data Warehouse/Data Lake. You will work with a technology stack that includes Databricks, Tableau, Oracle, and Postgres. The team utilizes open-source, AWS Cloud, and Big Data technologies, agile project management practices, and modern DevSecOps delivery to provide the business intelligence support systems to meet the reporting, data analytics, and machine learning/artificial intelligence needs critical to USCIS leadership, data/business analysts, data scientists, and other decision-makers
Required Skills:
- 10 years of hands-on experience leading and supervising SMEs and highly proficient IT professionals in the day-to-day operations of the IT Infrastructure team
- 10 years of experience providing technical infrastructure expertise in defining and implementing strategies to ensure security, scalability, availability, redundancy, cost optimization best practices, automation, business continuity, and overall functionality, of cloud infrastructure
- 10 years of experience actively monitoring, optimizing, and responding to mission-critical infrastructure issues and incidents to maintain overall health and security of cloud infrastructure services
- 10 years of experience optimizing resources to efficiently utilize cloud-based infrastructure
- 10 years of experience performing maintenance, configuration changes, and upgrades to infrastructure services balancing the need for business and non-business hours, scheduled and unscheduled (off-hours), and emergency situations
- 7 years of experience delivering automations to provision, configure, manage, and monitor cloud infrastructure services
- Excellent interpersonal and communication skills and proven ability to work effectively at all levels of the organization, including with C-Suite government executives (e.g., CISO, CTO, CIO, etc.)
- 3 years of experience in the management or deployment of application to Kubernetes orchestration platforms such as EKS, RKE, etc.
- Hands-on experience designing least privileged security architectures using IAM roles and policies
- Experience in coding IaC using Terraform
- Experience in the development of Helm charts for the deployment of applications to Kubernetes
- Proficient in bash scripting and/or Groovy scripting
- Experience with Jenkins and writing Jenkins Pipeline DSL
- Experience working in mixed Windows and Linux environments
- Experience with project and portfolio management tools such as JIRA and Confluence
- Proven ability for evaluating emerging technologies and recommending innovative strategies for implementing data solutions
- Experience creating and maintaining documentation and diagrams detailing the configuration of the overall cloud infrastructure, related policies, processes, and procedures
- Experience mentoring the infrastructure team on best practices and procedures
- Experience collaborating with relevant vendors to coordinate the release of new technologies and root cause analyses (RCAs) as needed
- Ability to research, gather, and analyze system requirements with an understanding of architecting cloud native solutions
Responsibilities:
- Lead team in building and maintaining infrastructure in a FISMA-moderate regulated cloud environment
- Provide subject matter expertise in implementing, administering, and supporting the following: distributed systems, storage, cloud, APIs, and networking technologies
- Review cloud deployment architectures and implement required security controls based on NIST 800.53 Rev 5
- Provide regular and on-demand reports showing key operational metrics and driving continuous improvement activities based on those metrics
- Proactively engage with the ISSO to identify security vulnerabilities in the system and implement necessary solutions to remediate them
- Ensure security best practices are followed and provide solutions to improve existing infrastructure processes across the enterprise
- Work with operations team to deploy ETL jobs in integration and production environment and debug /troubleshoot critical production issues
- Adopt and comply with the Agile Analytics approach and provide skills and expertise in Agile development and apply it effectively to DW/BI development
- Actively participate in Agile release and sprint planning, sprint grooming, artifact creation, sprint testing, demonstrations and retrospectives and solution releases
- Execute other activities related to development work, such as participate in meetings, provide briefings, presentations and other support materials that will promote the program, assist in achieving user buy-in, and explain technical concepts to non-technical audiences
- Demonstrate ability to work in a fast-paced technical environment with increasing infrastructure support demands and complexity
- Possess strong affinity to multitask and manage assigned tasks to meet deadlines and project deliverables
- Communicate both verbally and in writing, in a professional manner with strong analytical troubleshooting and problem solving skills
- Work flexible hours and be available to work non-standard hours during scheduled maintenance and emergencies
- Support business development efforts on the corporate side

Education: Bachelor’s degree in a technical discipline preferred – Computer Science, Mathematics, or equivalent technical degree, or the equivalent combination of education, professional training, and work experience

Clearance: Must be a US Citizen and be able to obtain a government agency Suitability Clearance. USCIS Entry on Duty (EOD) preferred
