DESCRIPTION
Michael Baker International is seeking an experienced and motivated Technical Manager to join our team. The successful candidate will be a senior-level experienced manager who under general supervision, manages the work effort of professional and technical staff. This position will be an integral member of the Emergency Management and Response group of the Alexandria, Virginia office. As part of this group, the project manager will support contracts with the Federal Emergency Management Agency (FEMA) and may be asked to support other contracts as needs arise.
Responsibilities include:
- Provide technical guidance to less experienced team members on specific tasks.
- Direct and coordinate activities of multi-disciplinary staff to ensure project delivery per schedule, on budget, and within scope parameters
- Works with team members and clients to prepare scopes, schedules, budgets, assumptions, and constraints for projects
- Upon approval of individual projects, provide oversight for the efficient and successful delivery across the full project lifecycle
- Oversees adherence to project plans and established business processes, including quality and project management and standards
- Participate in client meetings and follow through on assigned action items directly with clients and communities
- Provides guidance to team members for successful delivery across the full project lifecycle, including developing estimates and forecasts
- Leverages earn value management principles to develop insights for decision making
- Accountable for completeness and accuracy of status reports
- Coordinate with other managers to balance workload and staffing needs.
- Personnel management including team building, staff mentorship and professional development
- Confers with team members to provide advice, counsel, and resolve problems
- Cultivate and manage client relationships and guide application of services to best serve the interests of the client and Michael Baker International
- Support business development and proposal efforts to win new work
- Accountable for compliance with contract requirements, including quality and security requirements

PROFESSIONAL REQUIREMENTS
- Minimum of 10-15 years of experience in the coordination and management of non-IT projects
- Four-year Bachelor’s Degree in Engineering, Planning or related technical discipline
- Ability to obtain a Public Trust Clearance, U.S. Citizenship preferred due to contract requirements
- Demonstrated knowledge of FEMA's Risk Mapping, Assessment and Planning (Risk MAP) program, FEMA's Guidelines and Standards for Flood Risk Analysis and Mapping Activities under the Risk MAP Program, and the National Flood Insurance Program (NFIP)
- Knowledge of geospatial concepts/solutions and data management techniques
- Strong attention to detail and demonstrated ownership and accountability for work
- Excellent oral and written communication skills, proactive communicator and problem-solver
- Capability to work in a dynamic environment, including a demonstrated willingness to be flexible and adaptable to changing priorities
- Ability to work collaboratively with a wide array of individuals from various backgrounds, including engineers; planners; GIS professionals; federal, tribal, and state government officials; and the public
- Strong multi-tasking and organizational skills
- Ability to manage scope, schedule, and budget requirements, working with multi-disciplinary teams under limited supervision
- Strong track record of overseeing successful project delivery with a drive for quality product and financial excellence
- Demonstrated supervisor and mentoring skills

- Certified Floodplain Manager (CFM)
- Project Management Professional (PMP) Certification
- Experience with the National Flood Insurance Program (NFIP) and FEMA’s Risk Mapping Assessment and Planning (MAP) Program
- Ability to travel periodically, as needed (less than 20% and once travel restrictions are lifted)
- Industry involvement (e.g. Association of State Floodplain Managers (ASFPM), Project Management Institute (PMI), etc.)
The salary range for this position is $89,000-$204,000. This will be dependent on the location, experience and expertise of the incoming candidate.
