RE: Vacancy Notice – 2023-2024 Assignment Opportunity – Payroll Supervisor
JOB GOALS: To ensure the smooth, efficient, and accurate operation of regular payroll and special district payroll operations and all fringe benefits of employees.
QUALIFICATIONS:
- Bachelor’s Degree, preferred, in Accounting, Business Administration, or related field.
- Minimum of 5 years of school payroll experience.
- Experience in working with AS400, Excel, Word, electronic spreadsheets, and database management programs.
- Experience with computerized generated accounting procedures.
- Bookkeeping skills experience and knowledge beyond basic bookkeeping.
- Must be accurate, efficient, and capable of handling detailed work assignments.
- Ability to get along and communicate with staff, administrators, public and others.
- High degree of proficiency in office procedures, typing and machines.
- Must always maintain confidentiality.
- Knowledge and practical experience regarding basic computer skills, including AS400, Microsoft Word and Excel Programs.
- Ability to work independently and make decisions in accordance with established policies and regulations.
- Good health, high moral character, and good attendance record.
REPORTS TO: Director of Business and Human Resources
PERFORMANCE RESPONSIBILITIES:
- Processes and supervises the posting of appropriate journal entries as required for all payrolls and voided checks.
- Monitors and maintains workers’ compensation.
- Implements Board policies and procedures concerning payroll.
- Develops annual Payroll Calendar
- Supervises and answers questions related to garnishments and levies received.
- Completes payroll statistical data as required.
- Establishes payroll procedures, codes and assists with the verification of absence reports for accuracy.
- Consults with other departments, administration, and MISD regarding payroll data and procedures.
- Consults with counsel on payroll related litigations and testifies in legal proceedings.
- Plans the operating activities of the payroll section and the formulation of future objectives, particularly those related to data processing implementation.
- Assists in the equitable solution of complaints, concerns, and problems in the areas of payroll.
- Compiles and examines cost information, prepares reports, and makes recommendations to immediate supervisor.
- Maintaining all appropriate employee benefit records and ACA compliance.
- Analyzes unemployment compensation data/regulation.
- Responsible for payroll systems coordination.
- Maintain district payroll files.
- Work with the Personnel Office in processing all contracts, contract changes, and adjustments as approved by Board of Education.
- Responsible for the distribution of monies to annuity companies, health insurance, retirement, and any other payroll deductions.
- Responsible for Michigan Public School Employees Retirement System (MPSERS) new and terminated employee forms, monthly reports and quarterly reports.
- Processes district check runs for general fund, cafeteria, activities, and capital projects.
- Perform other duties as assigned.
- The employee shall remain free of any alcohol or nonprescribed controlled substance abuse in the workplace throughout his/her employment in the district.
- Employee shall properly implement Board Policy 3122, Policy 4122, and Policy 2260 on non-discrimination and shall comply with Federal and State laws and regulations, particularly Part 1 104 of Section 504 Rehabilitation Act of 1973 (34 CFR) and the Americans with Disabilities Act (ADA).
Terms of Employment: – 235 days ( tentative start date April 15, 2024 ).
– Salary Range $52,109 – $57,264 depending on experience and qualification.
ADA Requirements: Administrative school building environment, sitting, standing, walking, stooping, bending.
