Job Description
Mid-Willamette Valley Community Action Agency has been fighting poverty in the Willamette Valley since 1967. We are poised to save lives, support families and create housing and sheltering options for those in need. We currently are looking for a Chief Information Officer (CIO) to set the strategic direction for our agency's technology resources. This is a critical role for developing the technology solutions that are necessary to do the work effectively, getting people to shelter and housing resources and providing early childhood education resources for families and providers.

MINIMUM QUALIFICATIONS: The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE
Bachelor's degree in Computer Science or related field, and 8 or more years of professional experience within Information Technology field. Three or more years in Technology Management and/or management experience in a large employer is required. An equivalent combination of education, certification and experience will be considered.
CERTIFICATES, LICENSES, REGISTRATION
- Valid Oregon Driver's License and insured vehicle available for use on the job or acceptable alternative.
- Must pass Child Care Division criminal background registry check with State of Oregon.
PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES
- Extensive knowledge of information technology policies, practices, and processes, specifically as it relates to data security, application development (including methodologies like agile, spiral, waterfall, etc.), IT infrastructure management, and IT policy & governance.
- Strategic thinking with excellent problem-solving skills, critical thinking skills, and oral and written communications skills.

- Experience in the development, implementation and evaluation of strategic organizational goals, technology modernization plans, and IT Governance policies.
- Experience analyzing complex and sensitive issues and situations, identifying alternative solutions, and forecasting consequences of proposed actions and implementing recommendations in support of strategic organizational goals, plans and policies.
- Strong knowledge of the principles and process of budgeting and financial management as it relates to operational management and program delivery.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Manages IT infrastructure, network, systems, telecommunications, operations, maintenance, desktop technology, security cameras, data systems, and user support.
- Completes projects by coordinating resources and timetables with program departments and IT team.
- Verifies application results by conducting system audits of technologies implemented.
- Identifies, reviews and implements software systems that enable the agency programs to provide services in an effective and efficient manner.
- Preserves assets by implementing disaster recovery and back-up procedures and information security and control structures.
- Develops a competent team of IT professionals to troubleshoot and resolve hardware, OS and application problems in a timely manner.
- Oversee the purchases, configurations and maintenance of servers and network hardware.
- Directly and through delegation, ensures computer equipment, hardware, and software are updated to meet organizational needs. Reviews inventory reports.
- Coordinates project phases from development to installation. Acts as liaison between clients, vendors, and consultants.
- Adheres to software licensing and EULA requirements assisting in maintaining active system and software inventory.
Leadership
- In conjunction with our agency leadership, defines the technology plan, directions and IT strategies of the organization. Ensures IT strategies are aligned with strategic plan, goals, and mission of the organization.
- Creates and maintains an environment of continuous quality improvement for the IT team.
- Understands and promotes a diverse, inclusive and equitable work environment for all agency staff.
- In conjunction with agency Executive Team, develops an annual IT budget.
- Seeks innovative ways to apply technology to the organization's core activities and supporting processes to improve the quality of our organization's reach while reducing costs
- Maintains organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies.
- Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; and anticipating requirements.
- Accomplishes financial objectives by forecasting requirements;
- Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; and benchmarking state-of-the-art practices.
- Mentors IT staff in areas of development. Ensures that IT staff are progressing toward professional goals in developing the skillsets needed to maintain operations and grow skills in the IT field.
- Performs HIPAA Security Officer duties, including audits, breach logs, notifications and implementation of security measures to ensure protection of client and staff PII and PHI.
- Provide technical input to program directors regarding IT policies and enhanced systems.
- Makes regularly scheduled and assigned work reports, both in-house and to third parties.
- Attends leadership team meetings as required.
SUPERVISORY RESPONSIBILITIES
Directly supervises high level IT staff and Help Desk Supervisor. Communicates to Help Desk Supervisor job expectations for Help Desk standards. Carries out supervisory responsibilities in accordance with agency policies and applicable laws. Responsibilities include performing or delegating interviewing, hiring and training employees; planning, assigning and directing work; evaluating performance; rewarding and disciplining employees; addressing complaints and resolving problems. Ensures that staff have the resources and infrastructure necessary to perform tasks.
PHYSICAL AND MENTAL DEMANDS
- Specific vision abilities required by this job include close vision, color vision, depth perception, distance vision, peripheral vision, and ability to adjust focus.
- Regularly lift and/or move 10 pounds and occasionally lift and/or move up to 50 pounds.
- Frequently required to reach with hands and arms; use hands to finger, handle or feel; talk or hear; stoop, kneel crouch or crawl; regularly required to sit; stand; and walk; occasionally required to climb or balance.
- Manual dexterity for handling computer/office equipment.
- Ability to multi-task and prioritize according to emergent or demand for services and technical support.
- Physically able to attend to agency sites where equipment, servers, hardware or other IT related problems occur.
WORK ENVIRONMENT
- Mostly indoor work environment with frequent interruptions and demands.
Working evenings and weekends when necessary. - Occasional remote work from home.
- Occasionally exposed to outside weather conditions.
- Driving in all weather conditions.
- Work is generally performed in an office environment indoors, and often requires the ability to drive in all conditions, to off-site meetings in the community or other locations.
- Noise level is usually moderate, with frequent interruptions and demands.
