SUMMARY
The Human Resource & Payroll Specialist oversees the recruiting, onboarding and payroll function; ensuring pay is processed on time, accurately, and maintains payroll data integrity for the organization. The Human Resource & Payroll Specialist will assist in the execution of Mills & Nebraska’s business strategies to meet objectives in a timely manner while supporting the Company’s mission, vision and values.
MAJOR DUTIES/RESPONSIBILITIES
  • Reviews payroll documentation for accuracy and makes necessary adjustments in Paycor payroll system.
  • Collects missing approvals on timecards prior to initiating bi-weekly payroll cycle.
  • Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
  • Processes, researches and resolves payroll questions from employees related to timecard adjustments, vacation, and PTO leave.
  • Manage payroll issues related to banking, garnishments, employment verifications, workers compensation payments, retroactive pay calculations, tax questions, and other request that affect payroll operations.
  • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
  • Prepares and maintains accurate records and reports of payroll transactions.
  • Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  • Experience handling certified and prevailing wage payroll processes in the construction industry.
  • Identifies and recommends updates to payroll processing software, systems, and procedures.
  • Maintains accurate and up-to-date human resource files, records, and documentation.
  • Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
  • Assists with recruiting, conducting interviews, and facilitating the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings.
  • Conducts or acquires background checks and employee eligibility verifications.
  • Implements new hire orientation and employee recognition programs. Conducts or assists with new hire orientation.
  • Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
  • Attends and participates in employee disciplinary meetings, terminations, and investigations.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Maintain detailed and organized personnel files.
  • Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately.
  • Acts as a liaison between the organization and external benefits providers and vendors, which may include health, disability, and retirement plan providers.
  • Assists with planning and execution of special events such as benefits enrollment, organization-wide meetings, employee recognition events, holiday parties, and retirement celebrations.
  • Answers employee questions about human resources policies and procedures, and refers to Organizational Development Manager as needed.
  • Adhere to all policies, procedures, and business ethics.
  • Other duties as assigned by the Organizational Development Manager.
SKILLS, KNOWLEDGE & ABILITIES
  • Strong attention to detail and organizational skills, with an obsession with accuracy, and thorough knowledge of payroll processes, deductions, and cafeteria plan benefits.
  • Highly analytical mind and strong data management and technical skills with the ability to successfully deal with financial and numerical data.
  • High EQ and significant ability to work well under stressful, high-pressure situations.
  • Must be skilled in the use of Excel Spreadsheets and Word to handle the administrative needs and reporting of the department.
  • Excellent customer service skills.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal, negotiation, and conflict resolution skills.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Thorough knowledge of employment-related laws and regulations.
  • Proficiency with or the ability to quickly learn the organizations Payroll, HR & Talent Management software.
EDUCATION/EXPERIENCE:
  • Bachelor’s degree in Human Resources, Business Administration, or related field required.
  • At least three years of human resource management experience preferred.
  • Experience with Paycor Payroll System a plus.
  • HR Certification a plus.
  • Intermediate or advanced Excel, Word, PowerPoint skills.
ADDITIONAL REQUIREMENTS
  • Must be able to continuously see. Must be able to frequently stand, walk, view computer monitors, give & receive oral communication and discern color. Must be able to occasionally sit, drive, type, and make fine discriminations in sound.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift 15 pounds at times.
  • Must be able to access and navigate each department at the organization’s facilities.
