MILTON AREA SCHOOL DISTRICT
POSITION TITLE: Assistant Business Administrator & Board Secretary
POSITION REPORTS TO: Business Administrator
QUALIFICATION/REQUIREMENTS: Bachelor’s Degree in Accounting preferred or
Bachelor’s Degree in Business Administration or equivalent combination of training and experience in accounting or related field; Minimum of 2 years of school business central office experience preferred; an understanding of fund accounting and generally accepted accounting practices is preferred; valid Pennsylvania driver’s license, Clearances in compliance with PA
School Code, TB test results and pre-employment drug screening results.
TERMS OF EMPLOYMENT: As set by the Board (12 Month full time)
JOB GOAL:
- Assist the Business Administrator in the planning and management of business affairs to provide high quality educational programming and services while still remaining good stewards of district monies and complying with all local, state and federal regulations, laws and policies.
- To enable each student, through safe and efficient transportation, to take full advantage of the complete range of curricular and extracurricular activities offered by the district’s schools.
- Ensure accurate and efficient tax collection, revenue receipt, and manage all local fund depositories.
PERFORMANCE RESPONSIBILITIES:
Tax Collection & Accounts Receivable
1. Performs general office work including copying, filing, answering phone, distributing correspondence, scheduling meetings, etc.
2. Enters, mails, and maintains requisitions and purchase orders and distributes copies to proper parties.
3. Assists in the distribution and tabulation of bids.4. Reviews and processes all deposits and check requests including but not limited to student activity accounts, scholarship accounts and the capital reserve accounts.
5. Maintains electronic accounts receivable database.6. Processes deposits and tax payments from lockboxes, tax collectors, etc.7. Reconciles monthly bank statements tax, student activity, and scholarship accounts.8. Manages all aspects of tax collection, tax reporting, and tax certification between the
District, the public, CSIU, and other local taxing authorities.
9. Assists with business office invoicing and debt collection.10. Maintains database of invoices for the District Office.11. Serves as delegate on the Northumberland County Tax Collection Committee.
Student Transportation
12. Coordinates Transportation for the District and is responsible for the supervision of all phases of pupil transportation.
13. Liaison between the district and the transportation contractor.
Assistant Board Secretary
14. Acts as Assistant Board Secretary for the District.15. Assumes all duties of the Board Secretary when the Board Secretary is unavailable.
Business Administration
16. Assists with the budget development and implementation, financial projections, cash requirements and funds available for current needs, investing funds to maximize earnings in compliance with and within the limitations of District policy and legal restrictions and reviews federally funded programs and other financial and compliance issues.
17. Assists in providing accounting services essential to the preparation, administration, and control of the budget.
18. Assists with special budget reports and Referendum Exception Reports to PDE.19. Oversees, prepares, and balances various financial reports as assigned.20. Conducts pre-audit reviews, arranges for audits of accounts and records by local auditor and provides information to local and state auditors, as requested.
21. Assists Business Administrator with completion of all schedules and necessary information for the Annual Financial Report and submits to PDE in full compliance with PDE
Accounting Standards.
22. Tracks and maintains capital assets for GASB 34 reporting purposes. Completes or oversees completion of GASB 34 Fixed Asset reports for local auditor.
23. Completes or oversees completion of depreciation schedules for Fixed Assets as assigned.24. Assists the Business Administrator with fulfillment of Right to Know requests.25. Creates and presents financial reports/presentations to administrators and the Board of
Directors, as needed.
26. Meets regularly with the administrative team to review budgets.27. Works with the Business Administrator to evaluate, cross train, and develop the skills and knowledge of the business office team.
28. Support the Business Administrator in meeting goals and deadlines.29. Must stay current in all acceptable accounting procedures established by PDE and District policies.
30. Ability to deal with a broad range of stakeholders, which requires excellent interpersonal skills.
31. Must be a team player and work collaboratively with District stakeholders.32. In the absence of the Business Administrator, serves in the capacity as the Business
Administrator.
33. Performs any other duties as may be assigned by Superintendent, Business Administrator or designee.
EVALUATION: Performance of this job will be evaluated annually in accordance with provisions of the Board of Directors governing professional employees.
