Job Purpose:
Lead the Agency-wide Talent Acquisition team and recruitment strategies. Partner with Program Leaders and drive plans to forecast, source, attract, select and onboard a diverse workforce. Ensure optimal candidate experience and develop strong candidate pipeline plans for current and future needs.

Essential Job Functions
1. Lead the Workforce Strategy and Talent Acquisition team to attract and retain internal and external talent. Continually define and implement talent strategies and action plans based on initiatives
2. Promote diversity and ensure recruiting strategies are designed to attract, retain and promote diverse candidates
3. Optimize the candidate experience and ensure a fair, consistent, and inclusive hiring process
4. Strengthen the Agency employment value proposition and brand
5. Refine and report on key recruiting metrics providing regular updates to the Leadership Team
6. Manage and scale our talent acquisition systems, tools, programs and processes. Ensure data-driven, continuous improvement. Identify ways to maximize workflow, efficiency and improve effectiveness
7. Establish recruiting guidelines/ communication and drive accountability with recruiting team and hiring managers to ensure high quality and timely execution of role placement
8. Provide training and coaching to hiring managers and key partners involved in the selection process
9. Ensure compliance with regulatory agencies
10. Establish and maintain strong working relationships and collaboration with internal and external partners
11. Manage vendor relationships
12. Other duties and projects as assigned


Qualifications

Required Technical Skills, Experience, Education, and Credentials:

  • Bachelor's degree (B.A.) in Business Administration, Human Resources, or related field.
  • A minimum of five years of experience with proven success in full-cycle recruitment or equivalent combination of education and experience.
  • Minimum of three years of team supervision
  • Strong program leadership skills including creating and presenting program documentation, process improvement, training & development
  • Strong consultative and diagnostic skills
  • Great interpersonal, networking, and rapport building skills internal and external to the Agency; Leadership, boards, community members, co-workers interns and volunteers.
  • Skilled experience working with ATS, recruiting techniques and employment law, policies and procedures.
  • Skilled proficiency with the Microsoft suite (Word, Excel, PowerPoint, Outlook).
  • Current Wisconsin Driver License, automobile insurance with minimum limits of $50,000/$100,000 bodily injury and $10,000 property damage and access to a personal vehicle

Work Environment and Physical Requirements

  • General office setting.
  • The physical requirements of this job are largely sedentary resulting in the employee completing most of their work time seated at a desk.
  • Incumbent will be required to spend time at community events and partner with community-based organizations and or government agencies to keep a pulse on market and talent trends.
