Summary/Objective

Use knowledge, skills, and abilities in ornithology, monitoring, data analysis, and coordination to synthesize information and make recommendations on bird conservation and management throughout the state.

Essential Job Duties

  • Implement the Missouri Bird Conservation Plan, including integration of full life-cycle considerations, both internally and working with external partners. Lead ongoing updates and revisions of the Missouri Bird Conservation Plan.
  • Act as the agency point of contact for bird related issues, work with established partners, and develop new partnerships to foster action on behalf of bird conservation.
  • Provide high level technical and policy recommendations to other state, federal, regional, and national partners related to bird conservation, monitoring, and research.
  • Work internally and externally to use and possibly expand the MOTUS tracking system to fill knowledge gaps of bird full life-cycle threats and targeted conservation.
  • Serve as the MDC contact for regional, national, and international bird-conservation organizations and initiatives, representing Missouri and state-agency perspectives.
  • Provide technical leadership on a statewide basis for MDC programs related to bird conservation, monitoring, and research issues which require high end technical knowledge including integration of bird monitoring into implementation of MDC's Comprehensive Conservation Strategy.
  • Provide a link between habitat systems management and bird conservation including translation of new science and the Missouri Bird Conservation Plan to guidance on land management.
  • Plan and conduct bird identification and conservation training to MDC staff, partners, and the general public.
  • Guide development of and review project proposals regarding bird conservation research and monitoring, in Missouri to ensure the bird program is flexible, reflects new research findings, and keeps the program relevant.
  • Develop and maintain a collaborative working relationship with external partner ornithology or community ecology specialists to facilitate bird conservation and research throughout Missouri.
  • Supervise salaried and temporary employees, making sure that duties are performed and that policies and procedures are followed.
  • Conduct public outreach on why should we care about birds, their value to the world and people, and threats throughout their full life-cycle through in-person and virtual presentations, interviews, print articles, social media posts, and responding to public phone calls, e-mails, or in-person questions.

Education and Experience

  • Bachelor's Degree in Wildlife Ecology or Management, Zoology, Biological Sciences or closely related field. Master's Degree preferred.
  • Three (3) years of professional experience in natural resource management, research, teaching or related areas.
  • Specialization in ornithology, database management systems, or topographic maps, preferred.
  • Must maintain a current, valid driver’s license.

Knowledge, Skills and Abilities

  • Ability to work with and coordinate the efforts of people with diverse points of view.
  • Ability to resolve conflicts and achieve a consensus.
  • Ability to handle multiple, diverse tasks of a complex nature and employ good time management techniques.
  • Ability to travel and stay overnight and work varying hours.
  • Knowledge to implement bird conservation through internal and external partnerships
  • Knowledge to plan, design, implement, and evaluate wildlife research or management projects.
  • Knowledge to identify Missouri Birds, understand ecological relationships, and implement full lifecycle conservation.

Work Environment

  • Work is performed in a standard office environment.
  • Regularly required to perform in outdoor conditions, where climates may be hot, cold, wet and/or humid.

Physical Abilities

  • Remain in a stationary position 70% of the time.
  • Move about grounds, both inside and outside of buildings.
  • Constantly operate a computer and other office productivity machinery.
  • Frequently communicate and exchange accurate information.
  • Clarity of vision and three-dimensional vision.
  • Regular attendance is a necessary and essential function.
  • Regularly lift up to 15 pounds, correctly lift up to 50 pounds.

This position has been determined to be Exempt according to the Fair Labor Standards Act. Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy.
