Responsibilities
The Senior Director for MTSI's DoD Service Intelligence (SI) Center Business Unit will possess a willingness and capacity to understand the totality of MTSI business interests and corporate-wide capabilities available to address the needs of the S&TI community, particularly the DoD Service Intelligence Centers. We are seeking a dynamic leader with a proven track record of growing an engineering and technical services business, and a track record of active engagement and collaboration across an enterprise. The ideal candidate will be recognized in the industry as a thought leader who has a deep knowledge base of the S&TI Community and has solid operational and business development leadership abilities. MTSI was awarded the NASIC NOVASTAR prime contract ($4.8B, 11-year IDIQ) in August 2022; this strategic contract vehicle is expected to significantly contribute to MTSI growth. The candidate must be capable of leading a business unit dispersed geographically at multiple MTSI sites, providing a diverse set of services (e.g., S&TI across all intelligence disciplines, all-source intelligence, foreign materiel exploitation, software development, digital engineering and digital transformation, intelligence TCPED, and in all phases of research, development, sustainment, and production) to Service Intelligence Centers and Defense Intelligence Enterprise (DIE) customers. This position must be based near one of the Service Intelligence Center locations.
Your essential job experience and functions will include but not be limited to:
- Broad expertise across a wide spectrum of defense and intelligence related organizations providing S&TI services, software solutions, modeling and simulation, and digital engineering services.
- Experience building and leading government or industry teams.
- Provides technical direction and oversight to high-performing teams of contractor personnel at government sites, contractor sites, and in remote locations.
- Provides tactical and strategic direction to all members of the business unit, providing and communicating a vision for continued success and growth within the MTSI framework of core competencies and differentiated skill areas.
- Upholds and instills the highest of moral and ethical standards of conduct throughout the workforce, living by and fostering MTSI's core values.
- Demonstrated passion for developing and nurturing the workforce, providing coaching and mentoring at all levels of the organization.
- Identifies new customer targets, initiates capture efforts within the MTSI growth framework, builds fully resourced capture execution plans, and initiates/participates in proposal activities to protect current customer base and further MTSI growth.
- Develops, evaluates, and manages business opportunity pipeline, with an emphasis on new strategic business opportunities, initiatives, partnerships and alliances.
- Oversees market analysis, monitors competitive activity, and identifies customer needs.
- Provides leadership in the planning, designing, due diligence, and implementing of strategic business objectives.
- Works collaboratively across all National Security Division (NSD) business units and across all MTSI operational divisions, building alliances and relationships to not only grow the Service Intelligence Center Business Unit, but MTSI overall.
- Demonstrated excellence in oral and written communication skills.
- Oversees all PMs in the business unit to ensure exceptional and efficient profit & loss management.
Qualifications
15 years' experience across the DIE, IC, and/or Industry in leading, executing, and growing defense intelligence efforts supporting warfighter, acquisition community, and policy customers. Candidates must have direct experience supporting technical efforts in one or more of the Service Intelligence Centers (e.g., NASIC, NSIC, MSIC, ONI, and NGIC) and expertise in one or more intelligence disciplines (e.g., SIGINT, GEOINT, MASINT, HUMINT, OSINT, TECHINT). Candidates should have a demonstrated understanding of intelligence analysis and production, threat modeling and simulation, software development methodologies and architectures, data sciences, digital engineering and transformation, and TCPED.
- An ability to represent and articulate MTSI's core values, and a history of ethical business conduct.
- A well-organized and self-directed individual who is a team player and has a track record of effective internal and external collaboration and team building.
- An individual with a demonstrated passion for developing future MTSI leaders to include new supervisors, project managers, and program managers who can, in time, compete for MTSI senior leadership positions.
- A strategic thinker with the vision and ability to lead new business development efforts to achieve growth objectives for the business unit and division.
- Ability to lead a growing >75 person organization and >$25M/year-class line of business with significant growth potential, with a demonstrated track record of P&L success.
- Ability to provide strategic guidance for existing and prospective large IDIQ contracts with projects/TOs supporting multiple MTSI divisions and business units as well as multiple subcontractor teammates.
- A recognized and respected expert within the S&TI community with a strong reputation with key business unit customers - service intelligence centers and DIE community members.
- Experience with managing and growing center-wide technical services support across all agency missions and disciplines within each center's lines of responsibility.
- Ability to maintain and perform program billable work (approximately 30-70%, dependent on ability to develop and win new business).
- Excellent communication and leadership skills with a proven ability to interface internally and externally at executive levels, and ability to gain support and buy-in from all levels of leadership.
- Ability to develop and mature customer and industry partner relationships.
Education Requirements:
BS in a technical discipline (mathematics, physics, engineering, computer science).
Master's degree in business (e.g., MBA) or MS in a technical discipline is desired.
Clearance Requirements:
- Active TS Clearance with SCI eligibility is required.
- Extensive experience in Special Access Programs is desired.
- U.S. Citizenship is required for this position.
