About the Department
The Department of Technology & Enterprise Business Solutions (TEBS), Office of Enterprise Project Management (EOPM) drives the delivery of strategic initiatives through the application of defined project management methodologies while promoting collaboration and continuous improvement in alignment with organizational goals. We are seeking to fill two Information Technology Project Manager roles to lead large-scale, complex, enterprise-wide technology projects. The ideal candidate will have a proven track record of managing multiple projects simultaneously, excellent stakeholder management skills and the ability to identify and manage project risks and issues.
What You’ll Be Doing
The project manager will work within the framework defined by the EOPM and will be responsible for the planning and execution of County information technology projects through all phases of the project lifecycle. This will include developing and executing project plans, managing project budgets and schedules, defining roles, eliciting and documenting project requirements and managing vendor relationships.
Primary Responsibilities and Activities:
- Execute project plans and revise as authorized to meet changing needs and requirements
- Manage the intake of project requests by evaluating priority, scope, budget, timelines and resource availability
- Assist stakeholders with identifying and documenting business problems and project goals through the completion of business cases
- Facilitate communication, conflict resolution and decision-making processes among multiple stakeholders and proactively remove barriers
- Ensure project needs and objectives are clearly communicated and teams have all necessary information and resources to complete tasks
- Participate in phase, milestone and final project reviews
- Adhere to the defined EOPM governance process
- Maintain documentation that reflects any changes to scope, timelines, milestones and deliverables
- Translate and document conceptual customer requirements into functional requirements and user stories in a clear and comprehensive manner
- Proactively keep stakeholders and senior management abreast of the status of projects and have the ability to respond to status requests on demand
- Continuously assess and improve project management processes and methodologies
- Ensure project deliverables meet quality standards
- Identify and mitigate project risks and issues and implement mitigation strategies
- Work with the County Attorney’s Office and the Office of Procurement in vendor contract negotiation including amendment and extension agreements

- Proven experience as a project manager successfully delivering complex, technical projects to include developing and executing comprehensive project plans
- Experience working with technology vendors to plan, execute and implement technology solutions
- Self-starter, exceptionally organized and comfortable with enforcing timelines across internal resources and external stakeholders
- Highly collaborative, resourceful and flexible, with the ability to develop creative solutions and prioritize based on a changing environment
- Proficient in predictive (e.g. Waterfall), adaptive (e.g. Agile) and hybrid project management methodologies
- Proficient in cloud-based project management and communication tools
- Understanding of software development life cycle
- Excellent interpersonal and customer service skills with an ability to develop productive and mission-focused relationships
- Demonstrated organizational and problem-solving skills, including an ability to work effectively both independently and as a part of a team
- Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives
- Proven ability in determining the root cause of problems and the conditions for their occurrence
- Possess a sense of accountability and urgency in completing assignments
- Experience managing remote/teleworking project teams
The incumbent will report to the Chief Enterprise Project Officer. This position will require a criminal background and credit clearance and will be a significant factor in the hiring decision.

Minimum QualificationsWe are seeking a candidate with six (6) years of professional, hands-on experience in the information technology field as a project or program manager with two (2) years of leadership experience in a project matrix management environment.
The candidate will possess a Bachelor’s degree in information technology, computer science, business or a related field from an accredited college or university.
An equivalent combination of education and experience may be substituted.
Preferred CriteriaLicenses, Registrations, Certifications, or Special Requirements: Project Management Professional (PMP) certification is preferred.
