WHAT YOU’LL BE DOING:

MCDOT is seeking a Manager III (BRT Project Implementation Manager) for its Division of Transportation Engineering (DTE), reporting to the Division Chief through the Planning and Design Section Chief. DTE is responsible for planning, engineering, and constructing Montgomery County's transportation infrastructure. DTE is currently engaged in growing and improving Montgomery County’s Bus Rapid Transit (BRT) network. The County opened its first BRT line on US 29, known as Flash, in 2020. Planning, design, and implementation of additional corridors are underway, and this position would be responsible for overseeing the delivery of these projects, including their planning, design, and implementation. This is an exciting opportunity to help shape the future of multimodal travel in the County, working on high-priority, high-profile projects the Department is delivering. It is anticipated that these projects will be delivered using alternative delivery methods such as Progressive Design-Build and Construction Manager at Risk, and this manager will have the opportunity to participate in these innovative project delivery methods.

This manager will supervise a multi-discipline planning, design and construction team including consultants, collaborate with the Division’s Planning, Design and Construction staff, and will engage with staff from the Director’s Office, other Divisions within MCDOT, as well as other County Departments. Additionally, the employee will be responsible for assisting with, and participating in, public outreach activities and for engaging with other stakeholders including the Washington Metropolitan Area Transit Authority (WMATA), the Montgomery County Planning Department, The Metropolitan Washington Council of Governments, independent municipalities (Cities of Rockville and Gaithersburg, among others), and State agencies such as the Maryland Transit Administration (MTA) and State Highway Administration (SHA) within the Maryland Department of Transportation (MDOT).

The successful candidate will have experience in the technical aspects of large-scale transit projects including traffic modeling, transit operations, BRT station design and access considerations, civil infrastructure, and environmental approvals.

Duties include, but are not limited to:

  • Program Implementation
    • Oversight of the planning, design, and implementation of bus rapid transit projects, including related service planning, multimodal planning, and planning and design for other ancillary facilities.
    • Oversight in the development of technical project documents, such as feasibility studies, engineering plans, construction estimates and schedules, to ensure quality and fully coordinated delivery of documents compliant with applicable local, state, and national codes and standards.
    • Coordination with program-level activities/tasks.
    • Identification of potential funding sources and preparation of grant applications. Potential funding sources may be local, state, federal, or from third parties.
    • Preparation and review of documentation to address state or federal environmental compliance, including the National Environmental Policy Act (NEPA).
    • Leading coordination efforts with the Federal Transit Administration for projects entered into the Capital Investment Grant Program.
    • Management
      • Providing leadership and strategic guidance to teams managing medium to large, complex capital improvement projects. The teams are multi-disciplinary, including both staff and consultants with expertise in planning, design, and other technical aspects of the project.
      • Coordination with other divisions within MCDOT and across other county departments.
      • Development and implementation of project controls and tracking tools to ensure scope, schedule, and budget are meeting the program’s goals.
      • Development of project budgets and coordination with the County’s Office of Management and Budget as part of the Capital Improvement Program process.
      • Leadership and Outreach
        • Leadership and participation in public outreach and engagement activities with project stakeholders and the public. This may include attending evening, early morning, and weekend meetings and industry events.
        • Coordination with project teams on project-level outreach and with the Department of Transportation’s communications team, providing strategic guidance.
        • Preparation of project and program briefings for the Director, the County Executive’s Office, County Council, project stakeholders, other government agencies and the public.
        • Providing leadership, training, and supervision of professional and paraprofessional staff.

        WHO WE ARE SEEKING:

        The ideal candidate will have experience with the implementation of alternative delivery, innovative projects, including construction manager at risk (CMAR), construction manager/general contractor (CM/GC), design-build (D/B), and progressive-design-build (PDB). The candidate must demonstrate experience overseeing diverse teams and collaborating in dynamic environments. The selected candidate will have advanced experience planning, developing, and implementing transportation projects, preferably including multi-modal components, specifically public transit. The preferred candidate will be an organized, detail-oriented, independent problem solver, an excellent communicator of technical and non-technical information and an effective leader.


        ADDITIONAL INFORMATION:

        This position REQUIRES the possession of a valid driver’s license from the applicant’s state of residence to attend meetings or perform work at locations outside the office, including locations throughout Montgomery County and other places in the Washington Metropolitan region. These locations may not be accessible by public transportation.

        This position requires the ability to attend meetings or perform work at locations outside the office.

        This position requires the incumbent to work a flexible work schedule that may include working core work hours, as well as working flexible work hours (i.e. early morning, evening, and/or weekend work) to handle emergency situations, special events, inclement weather as well as to perform inspections, surveys, observations, etc.

        To ensure a positive workplace and to comply with federal, state, and County laws, the incumbent is responsible for completing mandatory training within the first six months or within the specified timeframe.

Minimum Qualifications


Experience
: Five years of progressively responsible professional experience in transportation and transit projects.

Education: Graduation from an accredited college or university with a Bachelor’s Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence.
