SUMMARY

This position administers Title 25, Chapter 102 of the Department of Environmental Protection Rules & Regulations of the Clean Streams Law involving earthmoving activity and stormwater management in Montgomery County to reduce soil loss and enhance water quality. This position also promotes, conducts and coordinates environmental education and outreach.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Conduct NPDES and Ch. 102 E&S plan/permit application reviews for construction activity and stormwater management;
  • Participate in permit pre-application, permit review, & pre-construction meetings with permit applicants and engineers;
  • Coordination with landowners, municipal officials, state and federal agencies, consulting firms, farmers, developers, utilities, and conservation associations as needed;
  • Conduct site inspections to verify implementation and functionality of erosion & sedimentation control/stormwater management controls;
  • Inspect and handle erosion complaints received, following established procedures;
  • Provide technical assistance on conservation of soil and water resources;
  • Assists with presentations and workshops;
  • Provide information and guidance to the regulated public on District programs and state/federal regulations;
  • Attend training events, conferences, and meetings as assigned;
  • Complete database entry;
  • Prepare monthly reports;
  • Performs other duties as assigned.
QUALIFICATION REQUIREMENTS

  • Bachelor of Science Degree in Environmental Sciences or related field of study;
  • Strong organizational and time management skills;
  • Proficiency using computer spreadsheets and Microsoft programs;
  • Ability to plan and conduct educational programs including public speaking;
  • Ability to read and understand construction plan drawings;
  • Ability to apply field information to plan drawings and narratives;
  • Ability to work well independently as well as with others in a group;
  • Ability to traverse large tracts of land year round in all stages of construction;
  • Valid Pennsylvania driver's license.

The individual in this position will have general knowledge of:

  • Earthmoving activity and its relation to soil erosion;
  • Soil science & soil mechanics;
  • Hydrology;
  • General plan set and map reading.

While performing the duties of this job, the employee is regularly required to stand; walk; sit; and talk and hear. The employee must occasionally lift and/or move up to 25 pounds. Employee must be comfortable traversing all terrain on foot throughout all months of the year.
