Monticello Housing Authority is seeking qualified applicants for the position of Executive Director.
The position conforms to a Contract between the Board and the Executive Director and is responsible for the day-to-day administration of Monticello Housing Authority, a public housing agency that administers both Section 8 Housing Choice Voucher and Low-Income Public Housing programs.
The Executive Director formulates policy, develops goals and objectives, supervises staff, administers the budget, serves as the Secretary to the Board and is the Housing Authority’s chief liaison to the Department of Housing and Urban Development (HUD), local government officials, community agencies and other community-based organizations. The Executive Director receives direction from the Board of Commissioners and, with a high degree of administrative discretion, manages and direct the day-to-day operations of all functions of the Monticello Housing Authority, including related Low-Income Public Housing and Section 8 Housing Choice Voucher programs, customer service, and general services.
Candidates will also be responsible to: approve all correspondence, notices and directives dealing with policies issued by the Board for clarity and soundness; determine appropriate course(s) of action related to adopted policies and procedures; supervise the preparation of all material to be reviewed by and to be acted upon by the Board; attend, on a consistent basis, meetings, workshops, conferences, seminars and other sessions, in order to gain first-hand knowledge of new or improved housing programs in the public and private sectors; prepares reports, i.e. organizational and Annual Reports, etc., for internal and external use; acts as the Agency's Contracting Officer; acts as the Personnel Officer assuring that all personnel policies, procedures, position descriptions and general personnel practices conform with all applicable statutes; supervises management and control of agency's payables, receivables, cash or other assets (including investments) associated with operating contracts, insurance administration and all internal and external financial operations; and performs other such duties as may be assigned by the Board of Commissioners.
Qualified candidates must possess working knowledge of HUD regulations regarding public housing agencies, Low-Income Public Housing and Housing Choice Voucher Programs and either: (a) Five (5) years’ experience in housing management, community development, public administration or a closely related field (other related education and experience may be considered); (b) four (4) years in a significant management capacity at a public housing authority or other similar experience, supervised a staff of eight (8) or more for at least two years; or (c) a combination of (a) and (b). Candidates must possess an Executive Director Education Program Certification (formerly known as PHM Certification) or obtain certification within 24 months of commencement of employment or as soon as feasible.
