We are currently seeking a Senior Program Manager to support the PMS 495 for the US Navy, in Washington, DC. This position is hybrid, 2-3 days/week on-site at the Washington Navy Yard.

What you’ll do:

Deliver program management, acquisition, financial analysis, and logistics support to the NAVSEA Mine Warfare Program Office. Work in a team environment to meet client challenges and analyze new solutions using analytical techniques and referencing statutory, regulatory, and policy analysis updates. Build and utilize expertise in program management, financial management, contract management, acquisition, and logistics and apply it to client problems, strategic plans, and special projects. Build and maintain essential relationships with direct clients and supporting commands.

Qualifications:

  • An active Government Security Clearance at the SECRET level. Final clearance is required.
    • 10 years professional experience with respect to DoD programs/projects
    • Experience with program and financial management support in a government contracting environment
    • Experience with DoD Planning, Programming, Budgeting & Execution Process (PPBE) process including Program Objective Memorandum (POM) development
    • Experience in developing briefings or white papers for Senior DoD Leaders
    • Experience in monitoring compliance with general contract terms and conditions for federal government contracts and supporting multiple clients in a fast-paced environment
    • Experience in subcontractor and vendor management, including reading and interpreting statements of work (SOWs), monitoring funding allocations, and reviewing and approving invoices
    • Knowledge of Integrated Process Team facilitation, event support, acquisition engineering, test and evaluation, certifications sensor/weapons system engineering, weapon system safety, environmental assessments
    • Knowledge of System Engineering Technical Review Process including preparation and routing of documentation
    • Knowledge of Microsoft Suite (Word, Excel, PowerPoint, SharePoint & Outlook)
    • Strong writing, editing, and presentation skills, including with preparing and delivering briefings and reports to senior government executives
    • Ability to identify, research, discuss, and resolve program, administrative and financial issues independently and as part of a team, set priorities that balance service and control, and manage and track multiple initiatives
    • Ability to oversee, identify plan deviations, provide technical advisement, and recommend resolutions to the assistant program managers (APMs)
    • Ability to travel domestically and internationally using a credit card or prepaid debit card as required by MBC and/or clients 
    • Attend meetings and provide client support onsite/in person when required
    • Nice If You Have:
      • Experience with the Naval Sea Systems Command or Navy Program Executive Office
      • Experience with Office of the Chief of Naval Operations (OPNAV) Expeditionary Warfare (N95)
      • Experience supporting programs at all phases of the lifecycle including Milestone C and Initial Operational Capability (IOC)
      • Experience with Undefinitized Contract Actions (UCA)
      • Experience with Urgent Operational Needs (UONs)
      • Knowledge of DoD 5000.02 and the Adaptive Acquisition Framework
      • DAWIA PM Level I or II certificate
      • Experience with NAVSEA Enterprise Planning System (NEPS)
      • Certified Defense Financial Manager (CDFM) or Defense Acquisition Workforce Improvement Act (DAWIA) Level I Certification in Business or Financial Management Certification
      • PMP Certification
