Incumbent serves as Director for Morgan County EMS, responsible for the day-to-day operations and administration of the Morgan County Emergency Medical Services.

Directs EMS operations and personnel, including planning, organizing, and coordinating ambulance services, conducting training and supervision of assigned staff, develops written protocols, policies, procedures, and guidelines, organizes, coordinates, and evaluates all functions of the ambulance services, and prepares and manages the Department budget.

Directs overall responsibility for clinical care, staffing, program planning, and maintenance of vehicles, equipment, and facilities.

Oversees staff hiring and issues including, discipline and coaching of employees, encouraging continuing education and professional development, and providing work-related training.

Responds to calls involving emergency medical, fire, and hazmat incidents, non-emergency calls to assist the public and other response agencies and provides command and control responsibilities as needed.

Maintains knowledge of County geography, streets, roads, and buildings, and takes appropriate action to minimize the loss of life and property, ensuring patient and employee safety in all areas of operation.

Prepares recommendations for Commissioners to purchase or acquire ambulances, supplies, and equipment.

Provides public relation information and training for the citizens of Morgan County, and develops and updates policies, procedures, and guidelines for the Department.

Works with Medical Director, Medical staff, and Morgan County hospitals, and ensures all Morgan County EMS protocols, policies, procedures, and guidelines are followed by all staff members.

Ensures integrity of security and accountability system for controlled substances, other drugs, and equipment used by the EMS staff.

Oversees training and mentoring of new employees as outlines in the EMS position description, and oversees and ensures on-going education, training, and mentoring of EMS staff.

Maintains patient confidentiality, staff records, up-to-date knowledge of federal and State laws regarding EMS, certifications, skills, and knowledge needed to function at the paramedic level, and oversees HIPAA laws and regulations.

Reviews patient reports and billing forms to assure adequate and accurate documentation of services.

Oversees, reviews, and approves patient care reports.

Prepares, monitors, and works within the approved budget, ensures all licenses, certifications, and documents are current and maintained.

Maintains station facilities, grounds, ambulances, and equipment by performing light and heavy cleaning, mowing, and maintenance.

Occasionally responds to emergencies on a 24-hour basis.

Ensures the department has necessary equipment and supplies needed for safe operations for staff and patients.

Orders and maintains learning adjuncts, equipment, and software.

Assists in development of personal improvement plans.

Ensures Paramedics and EMT’s are maintaining certifications, licenses, accreditations and performing required patient care benchmark skills.

Ensures and coordinates department compliance with policies and State EMS statutes and regulations.

Participates in the orientation of new employees and conducts skills assessment.

Provides recommendations to Commissioners for purchase or acquisition of ambulances, supplies and equipment.

Researches new equipment and techniques; coordinates and develops skills for continued emergency medical service.

Coordinates and or assists in training with outside agencies.

Serves as primary officer of of QA/QI Indicators and conducting QA/QI inquiries on field incidents.

Performs quality assurance reviews of EMS documentation and care delivered as set forth by Morgan County Emergency Medical Services.

Executes the Line-Item budget process and how to work within the designated approved budget framework.

Performs related duties as assigned.

I. JOB REQUIREMENTS:
High school diploma or GED. College or University course work in medical studies or related field, and five (5) years of experience in Advanced Life Support or an equivalent combination of education and experience preferred.

Must be at least 21 years of age.

Possession of Indiana Paramedic license and other training programs/certifications within established Departmental deadlines including ACLS, PALS, PHTLS, AHA CPR for Healthcare Provider certification, NIMS 100, 200, 300, 400, 700, and 800, and Biohazard training.

Ability to meet all County hiring requirements, including passage of a drug test.

Comprehensive knowledge of applicable local and state laws, guidelines, and accepted emergency medical practices/procedures, with ability to direct operations and administer established policies of the County.

Thorough knowledge of current training programs and mandated training specifications for compliance with emergency medical procedures, and ability to develop and direct training of Department personnel.

Thorough knowledge of and ability to effectively administer various emergency medical procedures, such as defibrillation, I-V solutions, and cardiac monitor.

Working knowledge of standard principles of budget administration and ability to prepare and administer Department budget according to applicable State and County requirements.

Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare detailed written reports within established Departmental deadlines.

Working knowledge of Department bloodborne pathogen exposure reporting procedures and ability to utilize universal health precautions to prevent infection from bloodborne pathogens.

Working knowledge of radio frequencies, codes, procedures and limitations, and ability to speak clearly and distinctly, and hear and be heard and understood in person, by radio, and by telephone.

Considerable knowledge of community geography, street names, locations and landmarks and ability to read detailed maps.

Ability to respond swiftly, rationally, and decisively to emergency situations, perform necessary duties and take appropriate action, despite stress of personal injuries or life and death situations.

Ability to effectively supervise and delegate duties and responsibilities to Department personnel.

Ability to operate standard office equipment, such as computer, typewriter, calculator, copier, fax machine, multi-line telephone, and various EMS equipment.

Ability to properly operate medical equipment, such as heart monitor, defibrillator, suction unit, IV equipment, splints, cervical collar, spinal board, and pulse oximeter.

Ability to effectively communicate orally and in writing with co-workers, other County departments, public safety personnel, County hospital physicians, law enforcement, public works, fire, volunteer agencies, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to provide public access to or maintain confidentiality of Department information and records according to State requirements.

Ability to comply with all Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irrational/distraught persons.

Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.

Ability to compile, analyze and evaluate data, make determinations, and act based on data analysis.

Ability to perform arithmetic calculations quickly and accurately.

Ability to work independently and with others in a team environment, often under time pressure and amidst frequent distractions and interruptions, and on several tasks at the same time.

Ability to apply knowledge of people/locations and utilize good judgment in extreme and uncommon situations.

Ability to identify steps necessary to reach objectives, define practical courses of action, and put into effect changes in policies and procedures.

Ability to testify in legal proceedings/court.

Ability to purchase and oversee maintenance, repair and replacement of Department vehicles, equipment, and/or uniforms.

Ability to regularly work evenings and occasionally irregular hours and weekends and occasionally travel out of town for meetings/conferences, sometimes overnight.

Ability to occasionally respond to emergencies on a 24-hour basis.

Possession of a valid Indiana driver’s license and demonstrated safe driving record, and ability to be insurable to drive assigned vehicles under the County’s insurance policy.

II. DIFFICULTY OF WORK:
Incumbent performs a wide array of complex duties involving past precedents and new developments. Incumbent operates within general guidelines and rules, exercising discretion and independent judgment in selecting the appropriate guidelines and/or rules to apply to specific cases or circumstances.

III. RESPONSIBILITY:
Incumbent performs a broad range of complex duties that demand original thinking and analysis, making independent decisions and taking authoritative action to ensure proper administration of EMS operations and personnel and to effectively serve the needs of the public. Incumbent receives advisory direction from Board of County Commissioners and is responsible for interpreting and applying well-established policies and procedures to a variety of unrelated cases and circumstances which may impact the safety and welfare of the public. Incumbent's work is periodically reviewed for soundness of judgment, compliance with precedent, technical accuracy, effect on Department goals/objectives, and compliance with legal requirements.

IV. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, public safety personnel, County hospital physicians, law enforcement, public works, fire, volunteer agencies, and the public for purposes of forming and executing policies, directing operations, maintaining cooperative work relationships, and making decisions/resolving problems.
Incumbent reports directly to County Commissioners.

V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs majority of duties in a standard office environment, in an ambulance and at emergency scenes, involving sitting for long periods, sitting/walking at will, standing/walking for long periods, driving, keyboarding, pushing/pulling objects, climbing stairs, lifting/carrying persons or heavy equipment over 50 pounds, reaching, bending, crouching/kneeling, close/far vision, color/depth perception, speaking clearly, hearing sounds/communication, and handling/grasping/fingering objects.

Incumbent is frequently exposed to hazardous conditions normally associated with emergency scenes, including smoke, toxic chemicals, noxious gases/fumes, extreme heat, dangerous heights, varying weather conditions, violent/distraught individuals, and communicable diseases. Universal health/safety precautions must be followed at all times to avoid contamination, infection and/or injury to self or others and protective equipment/gear must be worn according to Department policy.

Incumbent regularly works evenings and occasionally irregular hours and weekends and occasionally travel out of town for meetings/conferences, sometimes overnight. Incumbent occasionally responds to emergencies on a 24-hour basis.
