MOSAIC is looking for a Expeditionary Communications Policy & Strategy Planner to work in the Hampton Roads, VA area.

Position Overview:

  • Primarily performs tasks in support of A6OK mission.
  • Assist in the development of plans, strategy, and policy to support and align with organizational expeditionary communications missions and initiatives.
  • Analyze organizational communications and cyber policy.
  • Assess policy needs and collaborate with stakeholders to develop policies to govern communications and cyber activities
  • Design/integrate a strategy that outlines the vision, mission, and goals that align with the organization’s strategic plan
  • Draft, staff, and publish policy.
  • Monitor the rigorous application of policies, principles, and practices in the delivery of planning and management service
  • Provide policy guidance to management, staff, and users.
  • Review, conduct, or participate in audits of programs and projects.
  • Support in the formulation of tactical communications-related policies.
  • Interpret and apply applicable laws, statutes, and regulatory documents and integrate into policy.
  • Advocate for adequate funding for training resources, to include both internal and industry-provided courses, instructors, and related materials.
  • Promote awareness of tactical communications and cyber policy and strategy as appropriate among management and ensure sound principles are reflected in the organization’s mission, vision, and goals.
  • Define and integrate current and future mission environments.
  • Develop policy, programs, and guidelines for implementation.
  • Establish and maintain communication channels with stakeholders.
  • Seek consensus on proposed policy changes from stakeholders.
  • Review existing and proposed policies with stakeholders.
  • Serve on organization and inter-organization policy boards.
  • Review/Assess expeditionary workforce effectiveness to adjust skill and/or qualification standards.

Minimum Requirements: 

  • Knowledge of computer networking, satellite communications, and Radio Frequency concepts and protocols, and network security methodologies.
  • Knowledge of current and emerging technologies.
  • Knowledge of risk management processes (e.g., methods for assessing and mitigating risk)
  • Knowledge of emerging technologies that have potential for exploitation by adversaries.
  • Knowledge of external organizations and academic institutions with cyber or expeditionary/tactical focus (e.g., cyber/tactical curriculum/training, and Research & Development).
  • Knowledge of applicable laws (e.g., Electronic Communications Privacy Act, Foreign Intelligence Surveillance Act, Protect America Act, search and seizure laws, civil liberties and privacy laws), statutes (e.g., in Titles 10, 18, 32, 50 in U.S. Code), Presidential Directives, executive branch guidelines, and/or administrative/criminal legal guidelines and procedures relevant to work performed.
  • Knowledge of national and international laws, regulations, policies, and ethics as they relate to cybersecurity.
  • Knowledge of cybersecurity, network engineering and installation, tactical communications satellite communications, and electromagnetic spectrum principles
  • Knowledge of cyber, satellite communications, and electromagnetic spectrum threats and vulnerabilities
  • Knowledge of defensive cyber capabilities.
  • Knowledge of specific operational impacts of cybersecurity lapses
  • Knowledge of industry indicators useful for identifying technology trends.
  • Knowledge of the nature and function of the relevant information structure (e.g., National Information Infrastructure).
  • Knowledge of the organization’s core business/mission processes.
  • Knowledge of strategic theory and practice.
  • Ability to determine the validity of technology trend data
  • Experience in developing execution matrices such as Plan of Actions & Milestones (POA&Ms)
  • Ability to support working groups by helping to synchronize meeting inputs, organize meeting materials, attend meetings, and produce summary reports for distribution.
  • Must have experience developing progress briefings to keep leaders updated on expeditionary communications planning efforts.
  • Ability to leverage best practices and lessons learned of external organizations and academic institutions dealing with tactical communications, engineering installation, cyber, satellite communications, and electromagnetic spectrum
  • Able to simultaneously manage multiple deliverables and operate in a fast-paced environment to deliver products on time and at high-quality
  • Bachelor’s degree plus 3 years’ experience or;
  • Associates Degree plus 7 years’ experience.
  • Two (2) years’ experience/knowledge of USG principles, methodologies, and approaches used in operational strategic planning.
  • Possess SECRET Clearance.
