Position Summary: Under close supervision, the Job Developer I has responsibility for performing a variety of workforce duties in the development and implementation of employment, retention, and training programs; provides assessment, counseling, placement and follow-up for eligible clients; monitors employment and training programs and contracts; develops business relationships for the purposes of promoting programs and services, job development and referrals; and provides a high level of customer service to business and job seeker clients.

The Job Developer assists youth, particularly those out of school, to acquire the necessary skills and work experience to successfully transition into careers and further education and training. The focus will be placed on serving youth that are sixteen to twenty-four years of age and eligible for the WIOA Youth program.

The incumbent does not have to be an expert in the Workforce Innovation and Opportunity Act (WIOA). However, they should have a good and continually evolving understanding of the various services offered by MLJT and how to best connect our clients to these services. Job Developer I Responsibilities:

1. Manages job seeker caseload based on existing numeric goals set by management.

2. Assesses client and make decisions regarding enrollment. Treat all job seekers with respect regardless of protected class status and/or socio-economic class.

3. Reviews applicant eligibility for services according to state and federal guidelines.

4. Assesses the participant’s barriers to refer to appropriate service provider/supportive services according to the barriers identified. Develops a course of action to overcome or compensate for the barrier.

5. Develops employment plans based upon client skills and aptitudes.

6. Develops, implements and updates participants’ Individual Service Strategy and Goals form; identifies transferable skills and strengths.

7. Responsible for technical duties relative to registration, enrollment and completion of program participants; tracks progress, including expenditures, of enrolled participants.

8. Prepares and maintains case notes, files, training contracts, and WIOA forms.

9. Enters and retrieves data on a computer system, and maintains appropriate records utilizing databases.

10. Conducts orientations, workshops, and classroom training sessions in areas such as job search, job skills, developing resumes and preparing for interviews.

11. Directs work experience participants and volunteers.

12. Performs other job-related duties as required.

Business Services Responsibilities:

13. Conducts program presentations including speaking to various groups.

14. Manages relationship between business and CalJobs by setting up its account, assists posting a job order, tracks the information and provides frequent communication to business on status.

15. Outreaches to business to increase awareness of the full scope of MLJT business services, attracts new business into the system, increases repeat use of business services by existing business customers, and assists business with its hiring.

16. Informs and provides technical assistance to business on the regulatory requirements of Workforce Development System programming including, but not limited to, LA/RR Strategies, Business Services, Federal Bonding, Trade Adjustment Act, etc.

17. Educates businesses about training services and provide reimbursement to business to help compensate for costs associated with skills upgrade training for full-time employees. Supports negotiation of training contracts. Monitors training and work site arrangements and provides liaison between clients and business.

18. Refers to appropriate MLJT and identify job-ready candidates who meet specific hiring criteria and needs. Assists with contacting and screening job seekers. Communicates with business on next steps and oversees a timely and efficient recruitment process.

19. Facilitates Rapid Response activities that include conducting layoff orientations, providing information regarding available resources to affected employees, maintaining updated files for each company, and preparing 121, 122s, and state monitoring reports.

20. May provide connection for Layoff Aversion solutions that include, but not limited to incumbent worker training, work share, etc.

21. May conduct research and business studies, analyzes data, and makes strategic recommendations to help drive the business community’s success.

Youth Program Responsibilities:

Minimum Qualifications: High School Diploma or Equivalent AND An equivalent combination of four years education, training and increasingly responsible experience that provides the desired knowledge and abilities.

Preferred Qualifications: Four-year college degree with an emphasis in business administration, career planning, vocational counseling, sociology, marketing, human resources, or a related field AND A work background in job placement, business administration, career planning, public relations or human services. Knowledge of federal, state and local regulations, WIOA, and related programs.

Hard Skills: Conducts the following activities with a high degree of quality, accuracy and / or customer service: Answering phones, data entry, tracking visitors, following communicable disease procedures, assisting with business hiring events, assisting participants on the computers, etc.

License: Driving is a requirement of this position. A valid California Driver’s License, personal automobile liability insurance, and reliable vehicle are required. Motorcycles are prohibited from being used for company business and injuries sustained using a motorcycle during work time may not be covered under MLJT’s Workers’ Compensation and liability policy.

Supervisory Responsibilities: This position has no supervisory responsibilities however they will provide WEX / WIOA Client supervision and mentoring.

Language Skills: Ability to read, analyze, and interpret common business and technical journals. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write articles for publication that conform to prescribed style and format. Ability to effectively present information to management.

Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, percent and decimals. Ability to calculate figures and amounts such as discounts, interest, and proportions.

Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills and Knowledge of Software Programs: Intermediate skills in Word, Outlook, and use of Internet and basic skills in PowerPoint, databases and Excel. Preferred typing speed is a minimum of 50 wpm.

Job Type: Full-time

Pay: $20.27 - $24.64 per hour
