JOB SUMMARY:

The Office of Human Resources Talent Acquisition Specialist achieves staffing objectives by recruiting and evaluating candidates while utilizing all available recruitment sources such as Agency website, Agency Facebook, Agency talent acquisition software, Agency human resources information system, job boards, college alumni sites, college recruitment, other social media (e.g., LinkedIn), career fairs, employment/placement agencies, Virginia Employment Commission, professional organizations, magazines/periodicals. The position also is responsible for all administrative portions of the onboarding process. Reporting to the Chief Human Resources Officer (with a dotted line reporting relationship to the Human Resources Specialist), the Talent Acquisition Specialist engages in open, honest, and transparent communication with hiring managers, hiring teams, team members, job candidates, and Agency leadership.

ESSENTIAL FUNCTIONS:

  • Recruitment: Assist with developing recruiting plans and strategies to include diversity outreach and industry specific efforts in accordance with State and Federal regulations and laws. Promote equal employment opportunity employment by analyzing results of outreach efforts and modifying recruitment efforts based on those results. Implement diversity recruitment initiatives and participate in applicable recruitment conferences and outreach efforts. Develop, seek, research, and recommend the most cost effective advertising methods and sources for vacancies. Utilize internal resources, community resources, other external resources, and analytical thought processes to identify and recruit qualified candidates for each job posting. Align recruitment practices to employment branding. Provide recommendations in determining recruiting budget to include job fairs, campus events, recruitment tools, and vendor fees. Work with hiring manager and hiring team members to assist with establishment of goals and priorities. Consistently follow recruitment best practices. Advise management on current issues and ideas to ensure best practices in recruitment are followed. Utilize social media and network presence to market job openings and career opportunities. Assist in screening job candidates to ensure they are qualified for the position for which they applied. Maintain ongoing communication with job candidates and hiring managers, providing them with appropriate feedback throughout the recruitment and selection process in a timely manner. For contingent job offer candidates, completes educational verification and/or license or license-eligible verifications. May assist, as directed by the Chief Human Resources Officer, in seeking references of candidates. Download and in-put resumes and/or application data of job candidates into the talent acquisition system as needed. Keep abreast of job knowledge by participating in relevant educational opportunities, reading professional publications, networking, and participating in professional organizations.
  • Position and Classification Standards: Review and clarify job abstracts with various Division/Administrative Units to ensure job abstracts accurately reflect the assigned duties, necessary knowledge, skills, and abilities, and appropriate required education, experience, training and/or credentials. Learn the regulatory details relevant to Agency programs and services, including the required credentials for providers of each service in behavioral healthcare as well as understand the appropriate Agency job classifications for behavioral health, substance abuse, and developmental disabilities services. Research applicable regulations to ensure that knowledge, skills, and abilities, minimum education, experience requirements, and/or licensure requirements for each position are consistent with the duties assigned to each position. With the review of the Chief Human Resources Officer, makes contingent job offers to candidates and negotiates salary amounts according to the provisions of the Employee Classification and Compensation Program.
  • Recruitment/Onboarding Administration: Facilitate the employment administrative process and posting of job announcements for employment vacancies within the Agency. Complies with federal/state/local laws/regulations related to recruitment and selection, background checks, and equal employment opportunity. Complete onboarding process for new hires which includes, but not limited to: offer letter, background checks, maintaining files (electronic or other) for Audits as required, and serves as the backup trainer for benefits orientation and/or new employee orientation. Administer new hire appointments to include processing of electronic fingerprinting, Virginia Department of Social Services Central Registry checks, perform and evaluate Department of Motor Vehicle record checks, and coordinate drug screens for new hires and Logisticare drivers. Track results of all record checks and follow up with any notifications to supervisor or employees when necessary. Verify employment eligibility with the E-verify process through the Department of Homeland Security. Receive and process invoices for payment to outside agencies pertaining to the employment process to include the Department of Social Services, Health Departments, and Virginia State Police. Prepare invoices/receipts/bills from suppliers and employment advertising vendors for submission to Accounts Payable. Prepare monthly report and conduct search in the LEIE Database (List of Excluded Individuals and Entities with the Office of Inspector General). Prepare monthly report and conduct search in the SAM Database (System for Award Management with the U.S. Federal Contractor Registration).
  • Data Analytics and Reports: Analyze hiring metrics to identify areas of opportunity for improved quality of hire. Recommend process improvement to reduce time to fill and other employment metrics. Provide monthly, or as requested, recruiting activity and status updates to the Chief Human Resources Officer. Prepare and/or present assigned reports with human resources recruitment metrics by specified deadlines, including monthly reports of staffing, turnover data, vacancy rate, and time to fill. Create and maintain monthly recruitment calendar, outlining items such as external and internal recruitment fairs/college recruitment/interviews. Prepare other employment reports as requested.
  • Internship Coordinator: Responsible for organizing, and overseeing an Internship Program. Revise/develop policy and guidelines for an Internship Program to ensure consistency and best practices. Also responsible for ensuring commitments are within the capabilities of Agency staff and resources.

OTHER DUTIES:

  • Assist the Chief Human Resources Officer and the Human Resources Specialist with special projects and daily tasks that support the effective operation of the Office of Human Resources in a rapidly changing regulatory environment and healthcare industry.
  • Participate on various Agency committees/meetings, as assigned. If/when serving as a committee member, consistently attends scheduled meetings, actively participates, be solution-oriented, and focus on constructive problem solving assigned.
  • Facilitate trainings for Agency staff and/or community members as requested. Such trainings may include communicating the hiring process, training hiring managers on the talent acquisition system and equal employment opportunity requirements.
  • Order and purchase supplies for the Office of Human Resources as requested.
  • Perform such other duties as assigned by the Chief Human Resources Officer or the Human Resources Specialist.

QUALIFICATIONS:

  • Willing and available to work modified schedules (e.g., after-hours) during college recruitment seasons (i.e., Fall and Spring Career Fairs), etc.
  • Knowledge of theories, principles, practices, and techniques of human resources management is preferred, with preference given to public human resources operations.
  • Demonstrated ability to maintain a high degree of confidentiality and ethical practice. Must completely respect the confidentiality of highly sensitive information.
  • Ability to multi-task and keep all priorities and deadlines organized and in line for completion; required to excel in a fast paced and high volume environment.
  • Demonstrated diplomacy in interpersonal relations and sensitivity to the nature of the job. Ability to maintain the highest level of professionalism, tact, and diplomacy when dealing with complex and potentially contentious applicant or employee issues.
  • Ability to maintain courteous, friendly, helpful, professional composure with diverse audiences and to individuals and groups at all levels of the organization, both internally and externally. Skill as a team player with ability to do what is needed to "get the job done."
  • Extraordinary communication skills with ability to effectively communicate both orally, in writing, and via multiple media channels. Ability to write clearly and concisely in formal and colloquial English, and translate complicated material into understandable communications. Extremely high attention to detail with strong editing, proofreading, and analytical skills. Ability to communicate effectively, proactively and clearly with staff at all levels within the Agency and to the general public (e.g., applicants and vendors), both orally and in writing, and to be able to tailor communications to a wide range of recipients.
  • Excellent organizational and time management skills. Ability to prepare and maintain records, files, reports, etc., in a highly organized manner. Established record of successfully managing multiple priorities without sacrificing attention to detail.
  • Knowledge of employment policies and practices and the knowledge of legal standards regarding personnel records.
  • Skilled in analytical reasoning, active listening, fact-finding, and exercising good judgment.
  • Ability to quickly learn human resources information system and talent acquisition software.
  • Ability to conduct different types of interviews (i.e., structured, behavioral based, competency based, etc.) via telephone and in-person.
  • Strong knowledge of social media for recruitment, branding, sourcing, and hiring activities.
  • Ability to develop and generate reports relevant to recruitment, retention, and other Human Resources metrics.
  • Skill as a self-starter with ability to identify methods, processes, and guidelines necessary to achieve desired goal.
  • Highly proficient in Microsoft Office.

Minimum Requirements

EXPERIENCE/EDUCATION REQUIRED:

Bachelor’s degree in human resources or a related degree.

Two years of experience in the administration of employment processes is preferred.

Willing and available to travel outside of regular office hours is required to attend career fairs, college recruitment activities, professional recruitment events, etc., during Fall and Spring college recruitment seasons. Should on-campus interviews occur next day, may require overnight stay. Recruitment and/or presentation to classes regarding Agency services, internships, and hiring process is most often at the Master’s degree level, which might involve after 5 p.m. schedules.

May also be required to travel to different Agency worksites during the day based on operational needs.

Professional Certification in Human Resources (PHR) or SHRM Certified Professional (SHRM-CP) credential is preferred.

Experience with electronic human resources information system(s) and talent acquisition systems is preferred (demonstrated experience with Kronos UKG Workforce Ready and Cadient Talent is a plus).

Experience working with a public Agency is preferred.

Valid Driver’s License in good standing is required.

Mount Rogers Community Services, in following current CMS regulations, requires all New Hires to be Fully Vaccinated against COVID 19 or have a religious or medical exemption approved no later than the date of employment.
