Job Title: Chief Financial Officer
Location: Milwaukee, WI
This position serves within the Executive Team, receives strategic direction from and reports to
the President/Chief Executive Officer. The position directs the fiscal and accounting functions
and strategically evaluates future revenues and balances them against planned expenditures to
achieve organizational goals.
ESSENTIAL DUTIES and RESPONSIBILITIES:
• Develop, prepare, monitor, and analyze financial information to ensure the ongoing
management of finances meets approved budgets and reporting / compliance
requirements and report findings and results to key stakeholders.
• Provide leadership and insight for a wide range of complex budget and financial
responsibilities including, but not limited to, monitoring of budgets, providing analyses
and daily reports, budget modeling and forecasting for alternative budget strategies.
• Assist in the development of strategies, procedures, and policies that support efficient
and effective allocation, management, and monitoring of resources through practices
focused on achieving and reinvesting in the vision and strategic direction of the
organization.
• Maintain the integrity of the public procurement process and ensure compliance with all
applicable local, state, and federal laws, procurement policies and procedures and
budgetary reporting expectations.
• Prepare and present reports, as requested by the leadership Team, as well as those
required by regulatory agencies.
• Serve as primary contact for financial regulators, auditors, and account representatives.
• Oversee the preparation of and subsequent tax filing of the annual 990’s.
• Oversee the monthly close process to ensure monthly close and subsequent preparation
of the monthly and/or quarterly financial reporting package are distributed and
reviewed with the CEO and Finance Committee in a timely manner.
• Oversee the preparation of the next fiscal year budget to be reviewed with the C.E.O.
and approved by the Finance Committee & BOD.
• Oversee the approval and processing of revenue, expenditure and purchase order
documents, department budgets, salary updates, ledger, and account maintenance and
data entry.
• Oversee the preparation of required financial documents to satisfy reporting
requirements imposed by federal, state and local regulatory agencies.
• Supervise accounting staff, directly and indirectly, by issuing written and oral
instructions, coaches direct reports, leads by example and sets overall tone for
department.
• Establish and maintain appropriate internal controls, checks and balances and safeguard
the corporate assets.
• Interface with members of management team to coordinate all financial report and
analysis requests and subsequently work with the finance team to ensure the financial
information requested is delivered to applicable EMI personnel.
• Ensure records systems are maintained in accordance with generally accepted auditing
standards.
• Oversee organizational cash flow to ensure agency obligations are met. Analyze costs to
minimize wasteful spending (leakage) and make internal recommendation to CEO as
applicable.
• Lead conduit for all treasury management services with all lending institutions.
• Establish standards and goals, and oversee the compilation, analysis and dissemination
of fiscal and budgetary information that will shape and inform decision support for the
Board and leadership team, to contribute to sound decision-making and effectiveness in
the planning and innovative management of the organization’s resources.
• Work with staff to produce accurate forecasts for monthly and/or quarterly grant
submissions.
• Review purchase orders, requisitions, and expense submissions for account coding
accuracy, proper cost allocation, and allowability by funder and ensure financial records
are compliant with all revenue spend down and accounting requirements.
• Develop and maintain a productive and cooperative working relationship with other
funded community partner organizations’ fiscal staff to ensure that financial matters are
coordinated, efficient, and comply with funders’ policies and procedures.
• Orient and provide technical assistance to staff regarding financial procedures and
required documentation.
• Review and implement locally those changes made to funders fiscal policies and
procedures and attend necessary trainings by DOL, funders, etc. around such matters.
• Develop policies and procedures for Employ Milwaukee’s administrative functions that
are consistent with the mission of Employ Milwaukee and the goals set by its Board of
Directors and the President/CEO.
• Determine agenda and discussion items for the Board’s Finance and Personnel
Committee. Provide technical assistance to the Committee Chairperson. Assist in the
discussion components of the Committee meetings.
• Other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
Directly responsible for leading and supervising the accounting and fiscal staff including fiscal
compliance. Effectively performing various supervisory responsibilities includes, but is not
limited to recruiting, selecting, orienting, assigning, coaching, counseling, communication job
expectations and disciplining employees. Ability to align staff skills with the organization’s
visions and mission is also paramount.
KEY ABILITIES, KNOWLEDGE AND SKILLS:
• Working knowledge of accounting theory and characteristics for non-profit
organizations.
• Understand “Net-Asset Accounting”, Budgeting, Cash Forecasting and Cash Flow, Audit
and Accounting, Leading the annual external audit process and annual 990 tax return
preparation process, contracts and grants and grant revenue impact.
• Ability to speak and write clearly to explain technical issues regarding accounting,
auditing, and all other applicable financial matters in simple terms.
• Ability to make effective and persuasive speeches and presentations on controversial or
complex topics to top management, public groups and/or boards of directors.
• Ability to respond effectively and spontaneously to the most sensitive inquiries or
complaints.
• Must be able to consistently represent organization with professionalism, confidence
and with a positive image for public relations.
• Must define problems, collect data, establish facts, and draw valid conclusions.
• Excellent organization skills with superb customer services
• Proficiency with Microsoft Office applications and other databases, especially MS Excel
• Strong analytical and problem-solving skills, detail-oriented
• Solid knowledge and application of MIP® fund accounting software preferred.
• Professional presence with well-honed communication skills, both written and verbal.
• Ability to handle stressful situations and meet deadlines.
• Ability to handle multiple tasks simultaneously.
• Team player must be able to work with other members of the leadership team.
MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree in Accounting or related field
Experience:
• A minimum of 8 in a senior role.
• Must have previous experience as a Controller or CFO for a Not-for-Profit agency with a
budget of at least $10M-$15M.
• Must have previous experience overseeing contracts and grants.
PREFERRED QUALIFICATIONS:
• Education: MBA or master’s in accounting preferred
• Experience and/or Training: previous experience working in Public Accounting.
• Licenses/Certificates: CPA a plus
