The Office of the U.S. Global AIDS Coordinator and Health Diplomacy (S/GAC) is responsible for implementing the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) – the U.S. Government initiative launched in 2003 focused on saving and improving the lives of those suffering from HIV/AIDS around the world. PEPFAR is focused on achieving an AIDS-free generation and is the largest commitment made by any nation to combat a single disease globally, operating in nearly 60 countries through bilateral and regional programs.

The Human Resource Specialist supports the Office of the U.S. Global AIDS Coordinator (S/GAC) detailed to the HR S/ES-EX Office The Management Analyst (HR)will perform the following duties, but not limited to:

Major Duties and Responsibilities
The Human Resource Specialist supports the Office of the U.S. Global AIDS Coordinator (S/GAC) detailed to the HR S/ES-EX Office The Management Analyst (HR)will perform the following duties, but not limited to:
- Provides in-depth HR technical information to employees and managers relating to the S/GAC HR recruitment effort.
- Assist and support on all phases of the recruitment, hiring, and placement processes, as prescribed by Delegated Examining Authority and OPM requirements.
- Prepares recruitment requests and information for job announcements via Monster Hiring Solution, developing crediting plan, reviewing job applicants in order to rate applicants’ basic eligibility and qualifications.
- Works with S/GAC liaison, managers, and supervisors to conduct job analysis, determine qualification requirements, and develop crediting plans.
- Prepares and posts job opportunity announcements to USAJOBS.
- Processes a variety of S/GAC requests for personnel action to fill a variety of positions; coordinates and collaborate with S/GAC HR representatives regarding priorities for positions to be filled.
- Bachelor’s degree and 8 years of relevant professional experience.
- Top Secret clearance is required.
- Knowledge of Delegated examining authority, OPM Federal personnel guidelines, systems, and platforms.
- DEU Certification is required.
- Knowledge or experience in Federal staffing and placement and delegated examining procedures.
- Knowledge or experience of Monster Government Solutions.
- Ability to research, interpret and apply human resources laws, regulations, policies and procedures.
- Ability to provide advisory services on a variety of human resources matters.
