JOB SUMMARY:
Under the direction of the Human Resources Director, the Compensation and Benefits Manager provides supervision over the administration, evaluation, development, implementation, and maintenance of benefits and compensation programs in alignment with the mission and vision of the Muckleshoot Tribal Government.
MAJOR TASKS AND RESPONSIBILITIES:

Provides leadership and direction in the development of short- and long-range plans for employee benefits, compensation and related information systems in conjunction with the overall goals of the Human Resources Department and the Muckleshoot Indian Tribe.- Evaluates the effectiveness of compensation programs in order to make recommendations for change.
- Ensures compensation practices and programs remain competitive to attract, retain and motivate employees.
- Ensures compensation programs are consistently administered across the organization.
- Supervises the administration of employee insurance and other benefits programs; ensures comprehensive distribution of information to employees and monitors implementation dates and timelines for accuracy.
- Oversees market pricing activities and establishes standards, policies and procedures.
- Assures assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; assures effective, efficient and allowable use of budgeted funds, personnel, materials, facilities, and time.
Required: Bachelor’s Degree in Human Resources, Public or Business Administration, Employment Law, Psychology or a closely related field (eight (8) years of relevant Human Resources experience may be considered in lieu of a degree). Minimum of seven (7) years of experience in Human Resources including three (3) years specific experience in compensation and benefits.
Preferred: Certified Compensation Professional (CCP), Certified Benefits Professional (CBP), Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), or National Native American Human Resources Association (NNAHRA) Certification.
SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION:
- Thorough knowledge of the principles and practices of Human Resource Management.
- Knowledge of modern principles of management theory and best practices.
- Demonstrated proficiency and experience relating to all facets of compensation and benefit program development and design.
- Skill in maintaining job description databases and conducting salary analysis.
- Experience with Human Resources Information Systems (HRIS) (ADP strongly preferred, along with SQL-based reporting applications such as ReportSmith).
- Experience with job description and salary survey software (Jdxpert and Marketpay software preferred).
- Knowledge of organizational structures, strategic staffing principles, work flow analysis, and streamlining.
- Knowledge of organizational behavior, development of skills, and career development.
- Ability to communicate effectively verbally and in writing.
- Strong interpersonal, conceptual, analytical, project management and communication skills coupled with creativity in approach.
- Strong data management skills, with demonstrated high-level data analysis and reporting skills.
- Ability to read, analyze and interpret policies, contracts, and financial reports.
- High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, and the community.
- Knowledge and understanding of pertinent federal and state regulations and filing and compliance requirements affecting employee benefits programs including COBRA, ERISA, HIPAA, FMLA, and IRS codes,
- Ability to establish and maintain effective working relationships with employees, Tribal officials, and the general public.
The working conditions described herein are representative of those that must be met by an employee to successfully perform the essential duties of this class. The employee is frequently required to sit and talk, walk, stand, hear and observe; use hands to finger, handle, or feel objects, tools, or controls. The employee is required to drive a motor vehicle and reach with hands and arms. The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Depending on location, the noise level in the work environment is usually moderately noisy.
