Who We Are

The Association is a nonprofit organization representing South Carolina's 271 cities and towns. The Association is dedicated to the principles: to offer the services, programs and products that will give municipal officials the knowledge, experience and tools necessary to operate efficiently and effectively in the complex world of local government. The Municipal Association of SC provides contracted management and support services for the South Carolina Association of Municipal Power Systems. SCAMPS is a nonprofit organization established to promote cooperation among and speak as a unified voice for municipal electric utilities. Primary functions of SCAMPS include coordinating emergency mutual aid assistance for municipal electric providers; promoting training and education programs; collecting, compiling and distributing information concerning municipal electric utilities; sharing legal services; advocating for municipal utilities on legislative and regulatory issues and serving as a forum for the discussion of matters of mutual interests. A seven-member board of directors elected by its membership sets policy for and governs SCAMPS.

What We're Searching For

The Municipal Association of South Carolina seeks a well-qualified and results-oriented candidate for the position of manager and secretary for the board of directors for the South Carolina Association of Municipal Power Systems. Primary responsibilities include providing executive direction, management and support to the board of directors of SCAMPS directly or through Association support staff and serving as the organization's principal contact and spokesperson. This position reports to the Deputy Executive Director of the Municipal Association.

Job duties:

  • Develops and executes a board of director-approved work plan to achieve goals
  • Plans, directs and manages SCAMPS programs, events, training and technical and other services directly or through Association support staff.
  • Directs assigned support staff, including planning, instructing and assigning work, reviewing work for completeness and accuracy, maintaining standards, coordinating activities, and allocating personnel
  • Provides technical support to the Municipal Association's advocacy staff and other partners on legislative and regulatory issues
  • Serves as the principal contact and representative for SCAMPS on all matters involving municipal electric utilities, including investor-owned utilities, electric cooperatives, state and federal agencies or departments.
  • Travels frequently in-state to perform this position's duties and attend conferences, training, workshops, meetings, etc., to maintain knowledge of current issues, trends and technology affecting municipal electric utilities.
  • Regularly visits SCAMPS utilities to maintain relationships with the utility's elected council or board, the chief administrative officer and the electric utility director to advance SCAMPS' mission and member value.
  • Serves as primary spokesperson for SCAMPS on all issues
  • Provides oversight and logistical support for SCAMPS' mutual aid program, including coordination with SCAMPS members, members of the Southern States Compact and the American Public Power Association mutual aid program

Required Qualifications:

  • A Bachelor's degree in electrical engineering, public administration, business administration or a closely related field from an accredited college or university
  • Five or more years of operational experience at an electric distribution utility
  • Knowledge and understanding of South Carolina laws and regulations affecting electric utilities
  • Strong communication, organizational, presentation, and written and oral communication skills

Preferred Qualifications

  • An advanced degree or certification as a Professional Engineer
  • Three or more years of management experience at a municipal electric utility
  • Experience working with an elected council or board of directors
  • Demonstrated experience collaborating with electric utility-related external organizations and joint action agencies
  • Knowledge of the American Public Power Association (APPA) programs and services

Special Certifications and Licenses:

  • Must possess a valid state driver's license
