Job Description
Administers, directs, and reviews employee benefit programs. Explains and interprets policies and procedures regarding benefits programs to staff. Communicates changes related to insurance and retirement rules, regulations, and processes. Serves as the assistant lead benefits contact for benefit vendors. Participate and assist with benefits new hire orientation, assisting newly hired CTM’s with the enrollment process. Assist new hires with self-service benefits portals. Interprets and communicates all provisions of state insurance products and retirement system rules and regulations applicable to employer. Manages tracking and monitoring of Affordable Care Act (ACA) required stability and waiting periods. Manages review and reconciliation of insurance premiums in OurDay and employer online portals. Ensures complete benefit counseling experience with members/staff. Evaluates the needs of the employee or member and accurately communicates all pertinent benefit information and options. Oversees distribution of appropriate continuation of healthcare benefits (COBRA) notices. Manages open enrollment and related correspondence. Hosts and delivers open enrollment sessions. Audit data from HRIS systems and PEBA systems for accuracy.
Knowledge, Skills And Abilities
Knowledge of Affordable Care Act (ACA) rules and regulations, continuation of healthcare coverage (COBRA) regulations and state retirement plans. Knowledge of all state insurance benefits including health, dental, vision, flexible spending accounts, life insurance, and long-term disability. Knowledge of retirement membership eligibility, refunds, benefit estimates, and retirement eligibility (service and disability). Ability to manage resources and exercise professional decision-making skills. Ability to establish and maintain effective working relationships with coworkers, employers, CTM’s and retirees. Ability to communicate effectively orally and in writing. Ability to effectively use electronic enrollment systems, to include an understanding of PEBA Insurance and PEBA Retirement systems.

- The HR Benefits Analyst role is responsible for the Workday retro payroll process. Work extensively with Corporate Payroll to resolve premium issues causing a ‘retro’ to insurance and or retirement deductions.
- Comprehensive research to resolve internal Workday benefits issues affecting CTM’s benefit deductions and pay checks.
- Assist in preparing EIB to cancel, suspend or approve deductions for CTM’s generated by retro.
- Setup payment arrangements for CTM’s owing large sums of premiums missed in Workday.
- Work 1-on-1 with impacted CTMs to work out payment arrangements that are agreeable and do not create undue hardship.
- Communicate payment arrangements with CTM’s and obtain payroll approvals.
- Review arrears deductions w/Payroll for CTM’s that are in an LWOP status.
- Conduct bi-weekly audits, pulling data from Workday & PEBA systems.
- Assist with escalated benefits issues and problems, research issues and communicate to leadership options to resolve.
- Collaborate with Workday sustainment teams to resolve issues in OD.
- Research and recommend improving PEBA and Workday processing, to mitigate retro/arrears issues in Workday.
