What are the responsibilities and job description for the Chapel Choir Director Pianist Keyboardist position at Music Ministry International?
The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:
- GENERAL: This is a non-personnel services contract to provide musicians to the Fort Lee community (Memorial, Liberty, Heritage Chapels, Quarter Master School and the Ordnance School). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Musician who, in turn is responsible to the Government.
- Background: The work is to be performed in support of the Fort Lee Command Master Religious Plan (CMRP) and in support of AR 165-1 (Army Chaplain Corps Activities). Musician personnel shall have an extensive background in music and choir directing. Performance is to be in accordance with Technical Exhibit 4.
- Objectives: Musician services shall be responsible for playing the piano and/or keyboard. Musicians may serve dual roles, as long as services do not require augmentation by Government personnel (active duty or civilian).
- Scope: The Musician shall be able to provide music as a basic element of religion and required as vital to the worship experience and service. The Musician shall be able to play contemporary praise music, hymns or songs from the Book of Worship for the United States Armed Forces or other hymnals or songbooks selected by the service leader or designee. The Musician shall prepare service that shall be rendered with advanced notice to give the musicians time to prepare. The service shall be performed with accurate note reading ability and appropriate tempos and rhythms. The Musician personnel shall be able to read musical notes with accuracy, precision and maintain tempos and rhythms. Musicians shall be able to maintain appropriate tempo, play correct notes, keep rhythm, and maintain appropriate registration while playing the piano and/or keyboard. Musicians shall be able to provide acceptable prelude and postlude and contemporary praise music. Musicians shall be able to sight read music that is presented, as well as a sufficient well rounded knowledge about being able to read and know music. The musicians shall be able to accompany soloists, ensembles, and choirs with minimal rehearsals. The Musician personnel shall be able to play the piano and/or keyboard for the Protestant, Gospel, Contemporary, Catholic, and AIT services. Musicians shall recruit volunteers from the congregation for the choir and the playing of additional instruments as needed, but may not depend on volunteers to perform the requirements of this contract. The musician shall accomplish special holiday performances which involves volunteers from the congregation that sing or play other instruments, as indicated by the COR.
- Period of Performance: The period of performance shall be for one year. Period of Performance will be up to 5 years beginning on September 30, 2022.
- General Information
- Quality Control: The Musician shall develop and maintain an effective quality control plan to ensure services are performed in accordance with the PWS. The Musician shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Musician’s quality control plan is the means by which s/he assures him/herself that his/her work complies with the requirement of the contract. Musical selections will conform to the norms of Sacred Music and as far as possible conform to the theme of the day for the worship service. Selections will be made from the broadest range of musical styles inside this norm. Musical selections will be in accordance with the respective congregation’s Chaplain designated theme and genre. The Musician will receive annual evaluations in accordance with the QASP. After acceptance of the Musician’s quality control plan; acceptance of any additional proposed changes will be submitted in writing to the COR for approval with a courtesy copy submitted to the Contracting Officer.
- Quality Assurance: The government shall evaluate the Musician’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Musician has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
- Recognized Holidays: Musician is required to perform on all holidays that coincide with religious events. These holidays include:
- Hours of Operation: The Musician is responsible for conducting business, between the hours of 0700-0130 hours (to include special services like midnight mass or Watch Night Service), seven days a week except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Musician must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within the PWS when the Government facility is not closed for the above reasons. The Musician must be available for the variety of services i.e., Protestant, Gospel, Contemporary, Catholic, and AIT services. Schedules may change based on requirements, congregations may increase or decrease depending on the religious needs of Fort Lee. The Musician shall be given 10 days written (via e-mail) notice (when possible) of any required changes to musician services.
- Place of Performance: The work to be performed under this contract will be performed at designated facilities at Fort Lee, VA. Please see Technical Exhibit 4 for more information regarding chapel, service type, and service times.
1.1 Description of Services/Introduction: The Musician shall provide all personnel to perform services on weekends, weekdays, evenings, and holidays as required. The Musician is required to provide their own transportation to and from services and other items and non-personal services necessary to perform as a musician, as defined in this PWS, except for those items specified as government furnished property and services. Musicians should be identified for the following:
Protestant, Gospel, Contemporary, Catholic, and AIT services.

2. SPECIFIC TASKS:
2.1 Basic Services. The Musician shall provide services for the Fort Lee, VA Religious Support Program as outlined in the Commander Master Religious Plan and in accordance with their respective congregation’s Chaplain designated theme and genre.
2.2 Select music and submit to the pastor one week in advance or receive music selections by the pastor one week in advance. Produce slides as required in accordance with the Chapel SOP and chaplain responsible for the service. This ensures the music selections are posted in the bulletins and slide presentations are completed in a timely manner.
2.3 Setup worship/praise in designated chapel area and return area to standard of chapel standing operating procedures.
2.4 Synchronize worship products such as song selection and presentation formats with the Installation Chaplain’s Religious Support plan for the respective service and the responsible Chaplain’s weekly theme.
2.5 Recruit volunteers to assist in band or choir as needed.
2.6 Maintain a high state of spiritual and moral integrity.
2.7 Conduct holiday programs in conjunction with the holiday services. During special holidays, additional services and rehearsals may be required.
2.8 Plan and conduct one hour rehearsal during the week. The Musician shall not schedule any rehearsals, practices, meetings, or any other choir activity that conflicts with regularly scheduled worship events, to include religious education, Sunday school, or Fellowship. All rehearsals other than those regularly scheduled must be coordinated through the community pastor and the religious support activities coordinator.
2.9 Maintain a running log of rehearsals and services conducted. Submit log to the respective service representative for accountability of services rendered.
