Position Location:

This position is located in Los Alamos, New Mexico.

Position Summary

"Plan the Work and Work the Plan"

Overall responsibility is baseline development, execution, maintenance and reporting for the N3B Contract Performance Measurement Baseline.

This position reports to the N3B Program Management Office Program Manager and is matrixed to the ER or CH-TRU Program. PMO is a highly talented and diverse group individuals that assist PCMs, CAMs, PMs, and management with all aspects of project controls and project management for N3B.

Essential Duties/Responsibilities (may include, but are not limited to):

  • With assistance, provides a broad range of project and program duties to integrate process, track, analyze, and report data concerning project management, project controls, life-cycle planning, budget formulation and execution, and financial management duties.
  • Works in an Integrated Project Team (IPT) environment and assists the team in reconciling obligations and costs by individual funding source, ensuring that obligations and costs do not exceed available funding levels, and entering data into business systems.
  • Assists the Project Manager (PM)/Control Account Manager (CAM) with the administration of annual and life-cycle configuration control procedures and process in accordance with client requirements.
  • Participates in meetings, conference calls, conferences, and similar forums, available to respond to informal requests for information, and provides miscellaneous special project assistance.
  • Prepares and maintains project schedules.

Minimum Qualifications (Knowledge, Skills, Abilities):

  • Knowledge of principles, concepts, and techniques in project cost accounting and project financial controls.
  • Skill and ability to perform tasks to analyze and communicate to PMs and CAMs.
  • Ability to communicate effectively with P&I manager, Project Control Manager, PMs and CAMs.
  • Ability to assist in the development projects, including defining scope, objectives and methods.
  • Can be viewed as a capable contributor and as competent within the broad discipline.
  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.

Education and Experience Required:

Bachelors' degree combined with at least 3 years of relative experience. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.

Education Equivalency: 2 years of relevant experience for 1 year of college.

Business Associations:

Frequent internal company and external contacts. Represents organization on specific projects.

Impact:

Contributes to the completion of organizational projects and goals. Errors in judgment or failure to achieve results would normally require a moderate expenditure of resources to rectify.

Working Conditions and Physical Requirements:

Normally assigned to perform work in an office environment. Only electrical hazards and other minor potential hazards normally found in an office environment are anticipated. Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Office work environment.

While working to achieve N3B LLCC objectives, the Project Controls Analyst will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. This position does not require a security clearance.
