Overview
Nakupuna Consulting is seeking a Junior Financial Analyst to join our team of talented consultants providing professional services to NAVSEA PMS-317, who oversees a portfolio of weapon systems and capabilities within PEO Ships. This individual will work with a team to perform financial management functions across the portfolio of programs under PMS-317.
Responsibilities

Provide financial analysis in support of PMS-317 portfolio of projects across the Planning, Programming, Budgeting, and Execution (PPBE) process.
Provide financial management and analytical support to PMS-317 staff and leadership, leveraging a myriad of systems including Navy Enterprise Resource Planning (ERP), Program Budget Information System (PBIS), NAVSEA Enterprise Planning Systems (NEPS), Research, Development, Test and Evaluation Documentation System (RDOCS), Procurement Documentation System (PDOCS), Computer Optimized Batch Reconciliation Application (COBRA), NAVSEA Enterprise Data Warehouse (EDW), Advana and COMPASS.
Coordinate, support, and analyze Program Objective Memorandum (POM), Budget Estimate Submission (BES), Program Budget Review (PBR), and President’s Budget (PB) submissions for PMS-317.
Provide expertise and support coordinating all aspects of annual Business Planning for PMS-317.
Measure organizational performance; assess the effects of various programs and policies on the budget. Identify risks and communicate with PMS-317 leadership.
Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.
Perform cost-benefit analyses to review financial requests, assess program tradeoffs, and explore alternative funding methods.
Conduct training sessions for company or government agency personnel regarding new budget procedures.
Develop and/or update budget reports each budget submission to show program funding summaries across the future years defense plan (FYDP). This will include identifying/tracking changes from previous submissions and any deltas against program requirements.
Prepare financial briefing documentation to include tables or charts summarizing program funding, execution performance, and overall program status.
Create briefs for Program Requirement Reviews or other Program Objective Memorandum (POM) briefs ensuring all information is accurate, formatted correctly, and consistent throughout.
Regularly monitor and communicate changes against programs using PBIS or other sources as appropriate. This will include reporting on both pending changes and locked/final controls.
Qualifications
Education and Experience: This position requires a bachelor’s degree from an accredited institution in a business, finance, or accounting. One year of relevant experience in business, finance, or accounting is desired.

Clearance Requirements: Must be a US Citizen with the ability to obtain a government-issued CAC and possess a Secret clearance.
