Description
  • Research Federal and DoD RM policies and directives and advise the CCMD Records Manager (CCRM) and RM Working Group (RMWG) to ensure Command compliance with the latest guidance/directives.
  • Assist with developing, updating, and maintaining quick reference sheets (approximately one (1) page each) of RM-relevant Federal, DoD, and USCYBERCOM policies and resources.
  • Assist with developing, updating, and maintaining a RM Program briefing for Command orientation.
  • Develop a RM quick reference sheet (approximately one (1) page) for Command orientation that includes a monthly list of available RM Training with registration instructions.
  • Assist with developing, updating, and maintaining the RM Program Plan (RMPP), to include: the change, identification, and implementation process; a process improvement plan; and, updated postings of the Plan to Command communication platforms.
  • Identify and advise the CCRM of changes required to the current USCYBERCOM RMPP, develop an implementation plan for required changes, and coordinate the implementation plan with the CKO to ensure initiatives are aligned.
  • Assist with the implementation of the RMPP under the CCRM and Command Section guidance.
  • Coordinate the latest RMPP with Strategic Communications for inclusion in the J0 Integrated Communications Plan.
  • In conjunction with KM Working Group (KMWG), identify Records Management Office (RMO) processes for improvement and automation; develop a process improvement plan with process flows, roles and responsibilities, and metrics and methods to collect those metrics; and, report RM process improvement activities to the Combatant Commands Records Manager.
  • Create and maintain records in compliance with Federal, DoD, and USCYBERCOM RM policies and directives.
Other duties
  • Assist the CMDSEC RMO with the development of file plans, identification, filing, archiving, and maintenance of the Command’s essential records needed for the continued operations during and after an emergency.
  • Identify and document recommended sources of RM training.
  • Maintain a current training resources list with registration instructions posted to all Command communications platforms.
  • Assist with the development and maintenance of RM training material for the Command and RMWG members on the Command website.
  • Provide expert RM expertise during RMWG and KMWG meetings.
  • Assist in planning, coordinating, evaluating, and implementing the Command recordkeeping system, including monitoring all records handling activities to ensure the RMPP complies with all regulations, including security and confidentiality requirements.
  • Coordinate with all HQ USCYBERCOM J-Directorates and staff elements to create, identify, classify, manage, maintain, audit, and control records, data, and information needs from inception to disposal, regardless of media; manage electronic documents in SharePoint; and, communicate RM-specific structural program needs with SharePoint developers.
  • Assist in the development and maintenance of an accurate, consistent, repeatable process for responses to official questions through RFI tools by collecting, consolidating, and preparing written responses to external RFI or internal query from USCYBERCOM Leadership.
  • Coordinate with all HQ USCYBERCOM J-Directorates and staff elements to develop/maintain a Records Disaster Mitigation and Recovery Program management plan as part of a broader disaster recovery program.
Other responsibilities
  • Initiate and make recommendations to Government Leadership on process changes to optimize efficiency and effectiveness.
  • Provide a weekly written Progress, Status and Management Report IAW CDRL, C002 summarizing specific tasks completed/deliverables provided and a brief synopsis of ongoing work that had not yet resulted in a completed deliverable.
  • Assist with litigation and FOIA case, clarify facts with office representatives, and individuals in the general public to reach agreement for the expeditious handling of FOIA/PA responses. The Contractor shall conduct legal research, submit taskor-gathered information and email findings as applicable, as assigned by appropriate personnel.
  • Aid in scheduling the records in an electronic information system, describe all input records (source documents), all information recorded on electronic media, system documentation, and all output records.
  • Identify and inventory essential records for Continuity Of Operations Planning (COOP) and participate in, when needed, in annual COOP exercises.
  • Support with the search-ability/share-ability of records spread across the networks. Create work processes that can be made easier or more efficient by digitizing all hard copy records.
  • Conduct a biannual Command Inspection or staff assistance visit for records management throughout HQ USCYBERCOM and HQ service cyber components.
  • Conducts quarterly, annually, directorate, or one on one records management training for all users and records management professionals.
  • Assist in coordinating the General Records Schedule (GRS) 6.1 disposition authority for both temporary and permanent emails.
  • Assists with higher HQ tasks and tasking the USCYBERCOM using the Workflow Management System.
