This position is responsible for career development programs and optimizing utilization of Engineering and technical staff across the TOS workforce. This candidate will work as part of the Engineering functional management team, and collaborate closely with execution groups, to develop and execute initiatives which will allow effective sharing of Engineering resources to meet the AEDC mission, while providing growth development opportunities for Engineering staff.

This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee. National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.
AEDC's mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test. Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.

Job Duties:
- Develop initiatives and processes to manage Engineering resources to meet NAS/AEDC project and customer commitments
- Work with Branch Managers to proactively understand major changes in workload and identify technical personnel to meet the need.
- Integrate career development and growth opportunities as an essential piece of resource management
- Provides oversight of the test and sustainment engineering personnel and to develop and maintain the engineering workforce.
- Monitors the quality and performance of the engineering teams. Recommend and initiate changes as necessary to the workforce as appropriate
- As Functional Manager in the hiring process, support candidate selection, interviews and recommendations for hire. Provide recommendations for personnel actions within the discipline function related to:
- Ratings
- Ranking
- Project staffing
- Engineering transfers in and out of NAS
- Staff positions with qualified personnel. If qualified candidates are not available, implement a targeted training program (as necessary) to develop qualified personnel.
- Screen applicants to determine if they have the requisite qualifications for the positions. Screening process should consist of the following activities, as appropriate:
- Resume review
- Check documentation of academic qualifications, professional engineer registration, experience, etc
- Interview
- Support Line Supervision in onboarding new hires into the workforce, as part of an overall Engineering Career Development Program
- Develop and maintain engineering metrics supporting benefits of implemented programs and activities.
- Manage the Engineering Task Requests to support short term needs and further technical agility and employee enrichment
- Recommend personnel for rotations that would benefit AEDC, specifically geared toward the goal of long-term knowledge and retention of critical skills, including Engineering Supervision and Leadership roles
- Manage development of, and participate in, engineering development modules and activities
- Support
- Manage the Engineering intern activities as well as the budget, cost for the Intern work package
- Collaborate with functional management team to develop, deploy, and deliver modules and activities for leadership development across the organization
Basic Qualifications:
- Bachelor's degree in a sciences or other related field, plus minimum 10 years of progressive and relevant related experience, or an equivalent combination of relevant education and progressive and relevant experience.
- Minimum 10 years of experience working with mentoring and personnel development, for engineers or technical staff.
- Current United States Citizenship is required.
Preferred Qualifications:
- Knowledge of engineering work processes, including interfaces with other departments internal and external to the Engineering department.
- Demonstrated ability to plan, organize, lead and monitor initiatives, programs or team efforts, to their successful conclusion.
- Skilled at anticipating change and to adjusting promptly and effectively.
- Skilled at building and maintaining trusted relationships with personnel at various levels
- Knowledge and demonstrated practice of related safety measures and setting a good example for others with respect to safety.
- Strong communication skills (including verbal and written)
- Demonstrated ability to mentor and develop talent across varying experience levels and technical skillsets
