About the Job:

Under general supervision, the Contract Administrator provides assistance to the Construction Management Staff for the contract management and contract administration functions. Responsibilities include the process of systematically and efficiently managing contract creation, execution, updating, and analysis for the purpose of maximizing financial and operational performance and minimizing risk.

RESPONSIBILITIES

  • Assist in obtaining bids from subcontractors and suppliers.
  • Review bids for conformity to contract requirements and determines if they are acceptable.
  • Assist in executing contracts.
  • May compile data for preparing estimates.
  • Prepare bids, process specifications, test and progress reports, and other exhibits that may be required.
  • Setup new vendors in the system by requesting and obtaining insurance documents, City business licenses, and other documents as required.
  • Verify that all contractual exhibits are included in documents.
  • Prepare and disseminate information to appropriate employees regarding contract status and facilitate contractor meetings.
  • Maintain contract files and an audit file for each contract which will include original contract, all correspondence, changes/deviations, amendments, clarifications, payment schedules.
  • Prepare contract change notices and monitor contractor performance, including the reporting and status of contractor and owner deliverables.
  • Prepare, examine, analyze, and revise contracts that involve the purchase or sale of goods or services such as equipment, materials, supplies, or products.
  • Ensure compliance to terms and conditions of contracts.
  • Obtain fully executed contracts and distribute to Subcontractors, Construction Managers, and Field Staff.
  • Request amendments to or extensions of contracts.
  • Provide ongoing assistance to staff in the administration of contractual agreements.
  • Develop and prepare regular reports on the status of contracts.
  • Work with Subcontractors, Construction Accounting, Construction Staff, and Development Staff to expedite all aspects of the pay draw process.
  • Establish and maintain effective working relationships with those contacted in the course of work including, but not limited to; Subcontractors, NCRC Staff, Investors, Partners, and the general public.
  • Determine the priorities, goals and objectives of work functions assigned.
  • Utilize Yardi Voyager (accounting software) to update all contract related changes.
  • Maintain detailed and organized files.
  • Track authorizations and correspondence.
  • Work independently in the absence of supervision and provide support to field staff as needed.
  • Periodically required to meet with field staff at remote construction sites.
  • Perform special projects and other duties as they relate to the Construction Department.

EXPERIENCE


  • Two years of experience working in the construction field and familiarity with accounting and contract requirements.
  • Demonstrated team experience in a fast paced, high volume work environment.
  • Strong computer skills especially in a Windows environment (Yardi Voyager experience preferred).
  • Certified Construction Contract Administrator (CCCA) preferred.
  • Relate to others beyond giving and receiving instructions.
  • Be a strong team player and able to take initiative on projects.
  • Make evaluations or decisions without immediate supervision.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

  • Operate computer and office equipment.
  • Work is primarily sedentary in nature.
