Measurement, Evaluation, and Impact Program Manager

The National Employment Law Project (NELP) seeks a dynamic and skilled person to join our Program and Strategy team as a Measurement, Evaluation, and Impact Program Manager. You will join a team of experts who are working to advance NELP’s mission to build a good jobs economy. You will play a key role in measuring NELP’s impact through data management, collection, and analysis. Through the monitoring and evaluation program, you will help shape and inform NELP’s work of building Black, immigrant worker power and advancing transformative solutions to achieve racial and economic justice.

NELP has a team of 55 staff people based across offices in New York City, Washington D.C., and Berkeley, CA, with an 11-person Board of Directors, an annual budget of $17M-$20M, and hundreds of partners in the field with whom we work to further our mission.

What You Will Do
You may be based in any of NELP’s three office locations in our hybrid work model and will report to the Chief of Strategy. You will work in conjunction with NELP’s staff of lawyers, policy experts, researchers, and strategic communications experts to demonstrate the organization’s impact as well as facilitate learning and reflection. The Program Manager will drive measurement and evaluation efforts. You will be responsible for the following:

• Planning. You will manage NELP’s measurement and evaluation (M&E) plan, support workplanning efforts by identifying meaningful indicators of success and collaborate with teams to update tools and frameworks such as the theory of change, logic models, feedback forms, interaction logs, and more.
• Data Management. You will monitor and manage automated and existing data collection streams, including working with the IT team to update dashboards and ensuring proper operation of automated and staff-input driven collection tools.
• Research. To evaluate program impact, you will design and implement/ coordinate quantitative and qualitative research, involving, e.g., staff and partner interviews and surveys, government data analysis, and synthesis of third-party data on press and social media impact.
• You will respond to data requests and support grant, annual impact, and communications reporting.
• Team Collaboration. You will work with NELP teams on program and project evaluation and impact assessment. You will work with NELP’s leadership to support grant management and organizational learning and reflection, including through quarterly debriefs and the facilitation of annual meaning-making sessions.

Who You Are

• You have five or more years of experience in any combination of the following areas: program evaluation, impact measurement, data analysis, data management, and/or other social and economic justice research.
• You have a Bachelor’s degree in a relevant social sciences field, such as public policy, sociology, economics, education, public health, psychology, etc.
• You have relevant certifications and/or advanced degrees, such as those in program evaluation, data analysis, or data science.
• You are detail-oriented and skilled at designing and implementing high-quality, thorough research and data analysis.
• You have experience conducting interviews with internal and external stakeholders. You are comfortable conducting qualitative data analysis and have experience with software such as MaxQDA, NVivo, or ATLAS.ti.
• You have experience designing and analyzing surveys.
• You have training and experience with quantitative data analysis and are comfortable using Microsoft Excel and R, SPSS, Stata, or other statistical packages.
• You have knowledge and experience using systems such as Salesforce and AirTable.
• You have experience analyzing or familiarity with government survey and administrative data (e.g., data from the U.S. Census Bureau, Bureau of Labor Statistics, or Occupational Safety and Health Administration).
• You are a relationship builder. You have strong interpersonal skills, enjoy connecting individuals, and have a track record of developing and maintaining relationships.
• You have strong project management skills. You are a strategic and clear-headed thinker and doer, have experience managing multiple projects, overseeing, and tracking details, and a track record of achieving timely results.
• You have strong racial equity competencies—and understand their interconnectedness with measurement and evaluation systems—and center your role in analysis and understanding of how race, class, and power shape systems in our society and culture; you are continuously learning, reflecting, and growing; you support a feedback culture and operate constructively across lines of difference.
• You are a skilled communicator in written products and verbal presentations, with a demonstrated ability to convey complex concepts in compelling and digestible work products.
• You are self-aware, curious, and respectful with strong interpersonal skills fostering a sense of purpose and community and have high standards for holding yourself and others accountable.
• You operate with a commitment to excellence, integrity, diplomacy, and camaraderie.

Start Date, Location, Compensation and Benefits: This position is based out of one of our three offices (Berkeley, New York City, or Washington D.C.). Staff may be located a commutable distance from one of the three offices. NELP has a hybrid model that requires staff to work in-person at least six days per month, with the option of in-person or remote work the remainder of the time. This hybrid model seeks to leverage both the benefits of working with colleagues in-person and the benefits of flexible remote arrangements. This position will require some travel, including for NELP internal meetings or conferences. The start date will be as soon as possible.

This position is in NELP’s bargaining unit, represented by National Organization of Legal Service Workers, UAW Local 2320. Classification and compensation for NELP bargaining unit positions are commensurate with relevant experience and education and based on NELP’s collectively bargained scales. Based on our union scale, a program manager salary is $79,150 - $91,900. Here are some examples of salaries for: 

• with a BA and 5 years’ post-BA relevant experience, the salary is $79,150
• with a BA and 8 years’ post-BA relevant experience, the salary is $87,205
• with an MA and 8 years’ relevant experience (6 years post-MA), the salary is $91,900.

The differences in salaries are based on education and years of relevant experience. Compensation at NELP includes an excellent comprehensive benefits package, including full coverage of family health insurance, a medical reimbursement plan, generous vacation and sick leave, plus additional organization-wide holidays, significant contribution from employer to a retirement plan (both an unelected contribution and employer match); and for qualifying participants, up to 26 weeks paid parental leave, 12 weeks paid medical leave, 6 weeks of paid family medical caregiving leave, a sabbatical leave program childcare/eldercare reimbursement assistance, and student loan repayment assistance.
