Where You Will Work
The National Reconnaissance Office (NRO) Office of Inspector General (OIG) is seeking an experienced professional to serve as the Executive Officer for Strategic Planning, Policy, and Oversight Coordination to the NRO Inspector General (IG) and Deputy IG. This professional will guide and promote the office’s strategic direction; spearhead annual planning, Semiannual Reports to Congress, and Management Challenge Report efforts; serve as the liaison to external partners and stakeholders, including the Intelligence Community (IC) IG Forum, Council of Inspectors General on Integrity and Efficiency (CIGIE), and Congress; and create and maintain internal and external policy and governance.
The NRO IG is appointed by the President and confirmed by the Senate. The IG has reporting responsibilities and is accountable to the Director of the NRO and Congress. The incumbent reports to the NRO OIG’s Deputy Inspector General and supervises one staff member who also supports strategic planning, policy, and oversight coordination efforts. This position will either report to the OIG FO or the Mission Support Division.

What You Will Be Doing
- Provide expert, multi-faceted support to the Inspector General and Deputy Inspector General to guide, promote, monitor, and report on the OIG’s strategic direction and status of strategic initiatives. Forecast future requirements to ensure the NRO OIG is appropriately resourced and postured for future conditions.
- Serve as the NRO OIG’s liaison to external partners and stakeholders, including the IC IG Forum, CIGIE, and Congress. Conduct research and prepare talking points and read ahead material for the IG and Deputy IG in advance of engagement with external partners and stakeholders and coordinate all aspects of the engagements. Using CAPNET, ensure Congressional representatives receive copies of completed OIG products in a timely manner.
- Spearhead the development and production of the Annual Work Plan, Management Challenges Report, and Semiannual Reports to Congress.
- Create and maintain up-to-date NRO OIG policy and governance documentation including Administrative Operating Instructions, Management Control Plan, Corporate Governance Plan, and Statement of Assurance.

- Expert ability to coordinate, network, and communicate with persons of all levels across the NRO, IC and U.S. Government agencies.
- Expert ability to identify emerging trends and strategic issues and incorporate these into organizational strategic plans.
- Expert ability to evaluate trends, develop strategy and implementation plans, track and analyze programmatic data and results, propose innovative solutions, and effectively lead change management efforts.
- Expert ability to conceptualize, organize, and draw references from incomplete data and present a compelling analysis of findings and issues.
- Expert ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents; and to effectively and efficiently communicate organizational vision, mission, and plans.
- Expert organizational and interpersonal skills to facilitate diverse forums, manage competing priorities, and advocate new ideas/concepts/processes; must be able to interact with personnel from across the federal government to include senior officers and Congress.
- Expert ability to exercise independent judgement on time-sensitive issues and work collaboratively across the U.S. Government.
- Bachelor’s degree.
Highly Desired
- Expert knowledge of IG organizations’ missions to develop the strategies and policies necessary to support IG interests and spearhead mandatory deliverables (e.g., Annual Work Plan, Management Challenges Report, and Semiannual Reports to Congress).
- Five years of experience leading strategic planning efforts including, managing and directing successful strategic plan execution in the government or private sector.
Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.

- Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Salary
2024 salary range for the Washington, DC area:
GG-14: $139,395 – $181,216.
GG-15: $163,964 – $191,900.
**This position is a senior level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. To qualify for the position, federal government employees MUST currently be at the GG – 14/15 grade level and may ONLY apply for a lateral reassignment at their current grade level and step. Hiring Incentives

Trial Period
All new DCIPS employees will be required to serve a 2-year trial period.
