We are looking for a senior level Program Manager to work in direct support of the Vice President of IT Applications. Manage short and long-term projects and programs in support of the department, as assigned. Assist with the development, management and oversight of several multi-million-dollar budgets. Own and manage the IT Project Portfolio process. Play an active role on the Application leadership team supporting DevSecOps practices, continuous learning, service to our members, and forward progression. THIS IS A HYBRID POSITION LOCATED IN ARLINGTON, VA

Key Responsibilities

  • Lead cross-functional and multidisciplinary program teams to address business and/or systems issues by taking complex, multidisciplinary programs from original concept through final implementation.
  • Participate in the development of functional strategy for the department; represent Application teams' interest/perspective in cross-department efforts.
  • Recognize and identify areas for process improvements, recommend actions and direct the analysis and solution implementation.
  • Oversee the creation of and ongoing oversight of all Application-related budgets ensuring consistency and integrity across cost centers; manage the contractor invoice approval process.
  • Own and manage the IT Project Portfolio process.

Qualifications

Required Qualifications and Skills

  • Bachelor's degree in Computer Science, Information Systems, Business Management or a related discipline.
  • 12 years of demonstrated project management-related experience
  • Strong analytical skills and attention to detail, with the ability to see the big picture.
  • Ability to lead people and foster collaborative skills/consensus building while operating in a fast-moving environment
  • Excellent inter-personal skills; high business acumen and emotional intelligence
  • Ability to communicate, both verbally and in writing, with a diverse membership and employees in a clear and precise manner.

Preferred Qualifications

  • Project Management Professional designation
  • Background/strong working knowledge of the DevSecOps movement


Essential Physical Requirements:
* The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading.
* Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
