NSA is hiring for both General Facility Services Officers (FSO) and Facility Services Officers with specialization in Mechanical and Electrical Systems;

Industrial Control Systems; and Quality Assurance and Quality Control (QA / QC) in Predictive Maintenance. FSOs are responsible for oversight of the operation, maintenance, repair, modification, design, construction, and inspection of Agency facilities.

Specific responsibilities vary based upon areas of expertise. 1) General Facility Services Officers : Determine budget and project funding requirements for physical infrastructure, utilities, roadways, and surrounding grounds and oversees the work in those areas performed by a variety of trades, labor employees, and / or contractors.

Develop or review options available for the provision of facilities services and interprets available policies and regulations to select the most appropriate option, or to develop a unique solution.

Conduct site inspections and evaluations to validate modification requests and to determine the means and methods to fulfill the requests.

Work involves ensuring that facility and associated utility systems are designed, constructed, operated, and maintained in a manner that is consistent with all compliance, certification, and safety standards.

2) Facility Services Officers (Mechanical & Electrical Systems) : Assigned to the 24 / 7 Facilities Watch Team, monitor and operate the Chilled Water and Electrical distribution systems at the NSA complex.

Responsible for monitoring the condition of all other facilities systems during scheduled and unscheduled outages, construction projects, and activities that place the facility in an abnormal condition.

Key component services provided to assure reliable operations : - Coordinate all utility outages with other maintenance customers and mission support elements.

  • Ensure that timely notification of facility emergencies are made to all personnel that are impacted.- Prepare and review daily logs and alarm summaries to ensure that follow-up actions are taken.
  • Provide shift coverage to maintain the recommended staffing levels needed to operate the campus systems and provide emergency response to facility emergencies.
  • Supervise Campus Utility outages when needed and assist with shutdown sequences and outage coordination. - Review day to day operations of the Chilled Water and Electrical distribution systems and coordinate plant changes with Building Maintenance & Operations personnel.
  • Provide accurate monitoring and control of the Agency's HVAC and Chilled Water Distribution systems through the Agency's Energy Management and Control Systems (EMCS).
  • Provide accurate monitoring and control of the Agency's Electrical Distribution systems through the Agency's Supervisory Control and Data Acquisition (SCADA) System.
  • Operations of the Chilled Water and Electrical distribution systems and coordinate plant changes with Building Maintenance & Operations personnel.
  • Provide accurate monitoring and control of the Agency's HVAC and Chilled Water Distribution systems through the Agency's Energy Management and Control Systems (EMCS).
  • Provide accurate monitoring and control of the Agency's Electrical Distribution systems through the Agency's Supervisory Control and Data Acquisition (SCADA) System.
  • Initiate daily plant status reports and make operator log entries to reflect the health and welfare of the systems.- Maintain Operator logs to reflect any plant reconfigurations, responses to problem areas by tour persons, as well as any impact to Chilled Water distribution, Electrical distribution and Fire alarm operations.
  • Conduct routine virtual Mechanical and Electrical Systems Tours to inspect and monitor maintenance activities to assure availability of systems are not interrupted.
  • Respond and / or dispatch facility personnel to emergencies and routine service calls as needed.- Take necessary actions to control or repair the problems and provide follow up details for Watch logs.

3) Facility Services Officers (Industrial Control Systems) : Work closely with a team of Operations and Maintenance (O&M) Industrial Control System (ICS), Supervisory Control and Data Acquisition (SCADA), fire alarm, and IT infrastructure management personnel who support many facets of the Industrial Control Systems in the Facilities Control Center (FCC), which is a 24 / 7 operations center where facilities systems can be effectively maintained.

The ICS team supports power monitoring and control, the transport network, application servers and various components and applications to ensure a robust secure operation of the system.

Support for Industrial Control Systems involves a variety of skills. The successful candidate shall have knowledge / skills in at least one of the following areas and the drive and passion to master many of these functions : - ICS HVAC / Chilled Water Distribution - Provide support to a variety of technical areas that include HVAC and chilled water distribution systems;

coordinate utility outages that impact the Industrial Control Systems; minimize disruptions to mission systems; and support the ICS installation and oversight of ICS commissioning.

The candidate should have knowledge in or interest in learning about the field of building automation and the variety of components used by such systems.

This includes devices such as Direct Digital Controls (DDC), DDC Logic, sensors and end devices such as, but not limited to Variable Frequency Drives (VFD), dampers, actuators and valves.

ICS Power Control - Provide support in the area of electrical power control and monitoring systems also known as Supervisory Control and Data Acquisition (SCADA) systems.

The candidate should be knowledgeable about or interested in learning about electrical power systems, configuring Schweitzer protective relays, integrating power devices into Real-Time Automation Controllers (RTAC) as well as Programmable Logic Controllers (PLC) programming.

Knowledge of the protocols used by these devices including mirrored bits, Modbus, Distributed Network Protocol 3 (DNP3), and Simple Network Management Protocol (SNMP) is desired.

Fire Alarm - Provide support in the area of life safety and mass notification systems in commercial facilities. The candidate should be knowledgeable about performing inspections, testing alarms, and troubleshooting or documenting issues.

Candidate will also be required to respond to emergency service calls and ensure the systems are functioning properly. Level I, II, or III NICET certification, NFPA standards, including NFPA 70 and 72 is desired.

Networking Technologies - The candidate should be knowledgeable about or interested in learning about configuring and troubleshooting Cisco switches and routers.

Knowledge of and experience in routing protocols, Port Security, Cisco Identity Services Engine (ISE), Domain Authentication, and Virtual Local Area Networks (VLANs) is desired.

Additionally, knowledge of best security practices is desired.- Information Technology (IT) Management - The candidate should be knowledgeable about or interested in learning about Microsoft System Center Configuration Manager (SCCM) including managing patch deployments, configuring policies, troubleshooting application issues, and developing / deploying software images.

4) Facility Services Officer (Quality Assurance / Quality Control in Predictive Maintenance) : The Predictive Maintenance (PdM) team supports the NSA Washington campus and field sites and conducts oil analysis, vibration of equipment, Infrared images of equipment and electrical gear, amplified motion vibration camera technology, and ultrasonic testing, in direct support of all mission critical functions.

They provide HVAC / Chilled Water Distribution support for a variety of technical areas, including utility outages to minimize disruptions to mission critical systems.

The candidate is preferred to possess a Universal CFC certification with working knowledge of centrifugal, screw, reciprocals, and magnetic bearing chillers.

The candidate should be able to interpret schematics and blue prints with an understanding of 4160 and 480 volt chillers.

The candidate should be able to comprehend the functionality of variable frequency drives and solid state starters and have a working knowledge of cooling towers, pumps, and heat exchangers.

Prefer experience in building automation and the variety of components used by such systems. This includes devices such as Direct Digital Controls (DDC), DDC Logic, sensors and end devices to include Variable Frequency Drives (VFD), dampers, actuators and valves.

The candidate should be able to complete a chiller plant inspection which includes chiller operation, operation of the condenser and chilled water pumps, heat exchangers, plant safety, lighting, and housekeeping.

The candidate will check for water, refrigerant, oil leaks, and abnormal system conditions along with weekly reports and corrective work tickets for service provider.

The candidate should be able to analyze all lab reports relative to oil, refrigerant, and water analysis for chiller plant components.

The candidate is preferred to be proficient with all testing equipment and have an understanding of links from chillers and other infrastructure equipment to building automation systems.

  • The candidate is preferred to be proficient with heat exchanger repair, tube replacement and plugging, and refrigerant retro fits / conversions.
  • The candidate should have a full understanding of water treatment relative to plant operations.- The candidate should be able to interpret documents in new construction and design meetings for chiller plant upgrades and ensure all new work complies with engineering design standards.
  • The candidate must be skilled with all chiller repairs, troubleshooting, and rebuild experience as a lead technician.The National Security Agency (NSA) is part of the DoD Intelligence Community Defense Civilian Intelligence Personnel System (DCIPS).

Pay : Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager / organization regarding the work level for the position.

Salary Range : $49,025 - $181,216 (Entry / Developmental, Full Performance, Senior)Salary range varies by location, work level, and relevant experience to the position.

On the job training, internal NSA courses, and external training will be made available based on the need and experience of the selectee.
