This position is located in Office of Highway Safety (HS), Investigations Division. The incumbent will serve as a Vehicle Factors investigator with recognized authority and expertise in vehicle factors. Responsibilities include organizing, managing, and coordinating the vehicle factors investigation of highway crashes; developing and presenting factual and analytical reports with safety recommendations for adoption by the Board.

For the GS-12: You MUST have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is experience in highway crash investigations to include collecting and evaluating pertinent crash investigation physical evidence, conducting mechanical inspections, reviewing maintenance and inspection records and other vehicle-related information for commercial and/or passenger vehicles.
For the GS-13: You MUST have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is experience in independently conducting highway crash investigations to include collecting and evaluating pertinent crash investigation physical evidence, conducting mechanical inspections, reviewing maintenance and inspection records and other vehicle-related information for commercial and/or passenger vehicles. Experience examining aspects of vehicle design, manufacturing, operation
and/or advanced vehicle technologies to identify issues and propose recommendations related to vehicle and highway transportation safety. Experience assembling, organizing and analyzing technical data and research, writing factual and analytical investigation reports, and preparing presentations incorporating vehicle factors issues, terminology and findings using plain language.

Responsibilities:
As a Highway Accident Investigator (Vehicle Factors) Direct-Hire, GS-1801-12/13, you will perform the following major duties:
- Participates in or leads vehicle factors group during the highway crash investigation to collect factual vehicle and crash data, including to conduct vehicle mechanical inspections and document physical evidence, interview witnesses, arrange for testing and examination of physical evidence, correlate and analyze evidence and data related to vehicle operation, maintenance, and mechanical inspection.
- Participates in or performs correlations of physical evidence, data recorder, and other data types to provide an accurate time history of the vehicle and sequence of crash events.
- Provides technical assistance in aspects of: vehicle mechanics, design, performance, operation, maintenance, inspection and advanced technologies.
- Writes factual and analytical reports, participates in all planning and strategy meetings related to the investigation, reviews other investigative reports for technical accuracy, and develops pertinent findings and recommendations to ensure applicable safety issues are identified and addressed, participates in technical reviews and orally presents technical views and facts in investigative meetings and/or before the full Board.
- Develops products for Board adoption, including analysis and assessment of pertinent issues and recommendations, reports or briefs addressing the operations and procedures that affect the vehicle factors aspects of highway safety.
