MINIMUM REQUIRED QUALIFICATIONS:
High School Diploma or GED Certificate.
Bachelor's Degree in Business Administration, Accounting, and/or Financial Management.
3-5 years' direct experience in Financial and Accounting Management.
Utility accounting experience preferred.
Valid Driver's License required (subject to motor vehicle record review).
JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:
Responsible for billing of large power customers. Updates, monitors, and balances accounts for electric, gas and water.
Assists in developing capital and O&M reports which include variance analysis and cost drivers.
Assists with audit functions and develops CAP items for audit findings.
Develops, enhances and tests policy and procedures for accounting areas.
Tests internal controls to ensure operating effectively and efficiently. Develops new internal controls as needed.
Assists in developing Rate Surveys and analysis.
Analyzes, develops and proposes the annual equipment rates and utilization factors.
Participates in presenting information to employees, customers, management and the board.
Forecasts for two year and five year for management decision making.
Analyzes and develops the yearly rates for overhead and makes recommendations.
Researches and develops management reporting and financial tools. Prepares financial analysis and makes recommendations for improvements.
Develops, verifies and maintain all financial report definitions to ensure accuracy.
Facilities development of improvements to accounting processes.
Develops, verifies and maintain all financial report definitions to ensure accuracy in Chart of Accounts.
Communicates professionally to establish and maintain working relationships with staff, clients, and management.
Prepares timely and accurate financial reports.
Prepares consolidated reports for quarterly budget status reviews, including explanation of variances between actual to budget.
Prepares journal entries for month end closing to adjust balance, accrue expenses or revenues.
Assists in the preparation of the annual budget.
Coordinates the preparation of regularly scheduled and special billings, costs reports, analyses, studies, inventories and financial statements for management, local, state, federal agencies.
Prepares monthly, quarterly and year-end reports; prepares adjusted trial balances; assists in the preparation of year-end closings; drafts roll-forward schedules and reconciles to general ledger.
Analyzes data and detects errors or inconsistencies; determines and allocates costs to proper accounts; assures that all transactions are balanced and correct within the general ledger.
Closes and balances accounts by determining necessary entries to reflect information not recorded or posted to the department's accounting system. Determines and identifies sources of errors or discrepancies and initiates corrective actions as required.
